I am the Neighbourhood Constable for Chelmsford town centre. I have been a Police Officer for nine years. I have been based at Chelmsford Police Station for six years, and as such have a good knowledge of the local area. Prior to this, I worked on the response shift at Southend Central Police Station.

I have been a PCSO for several years and have gained a good knowledge of the town over that time. My role in the team involves liaising with the Anglia Ruskin University in particular as well as other local organisations. PCSO Barley is an established member of our team and has vast experience of Policing at all levels. His role includes patrolling the town centre on a daily basis and he is often involved in bringing the mobile Police station into Chelmsford town centre for various crime reduction initiatives.

Issue

To reduce and deter anti-social behaviour around Chelmsford town centre, primarily on Friday and Saturday nights.

Action

We currently have a no drinking zone in place in Chelmsford town centre. This will be utilised to help combat anti-social behaviour both during the day, and similarly during the evenings. We also have an ongoing operation to assist with this goal. We currently have in place targeted patrols of the town centre involving Response Shift Officers, Neighbourhood Policing Team Officers, Mounted Unit Officers on occasion as well as other specialised units on occasion. These patrols are assigned early in the evening and then continue throughout the night to ensure a strong Policing presence in the town centre, so as to deter any would be anti social behaviour and violent crimes. Update 17/5/2011- We have been able to utilise various different tools in order to assist us with achieving our goals in reducing anti-social behaviour in the town. Section 27 of the Violent Crime Reduction Act has been utilised by officers to help reduce alcohol related anti-social behaviour. The Mounted Unit as well as Dog Units and other specialized units continue to assist with Policing in the town centre on an ongoing basis and provide a valuable contribution to the town centre Policing plans. Update 9/6/2011 - We are continuing to target patrols around the town centre to specifically deal with anti-social behaviour and are continuing to utilise our powers under Section 27 of the Violent crime reduction Act to assist in this goal. Update 6/7/2011 - We are beginning a period of sustained targeted patrols in the town centre to deal with Anti social behaviour problems to coincide with the longer summer evenings. This approach will also emcompass our other priority of reducing violent crimes in the town centre. Update 25/7/2011 - There are plans in progress to begin an application for a dispersal order for Chelmsford town centre. This has been extremely effective when utilised in the past to deter both anti-social behaviour as well as violent crime. Update 20/1/2012 - We have an Operation

Action

We currently have in place targeted patrols of the town centre involving Response Shift Officers, Neighbourhood Policing Team Officers, Mounted Unit Officers on occasion as well as other specialised units on occasion. These patrols are assigned early in the evening and then continue throughout the night to ensure a strong Policing presence in the town centre, so as to deter any would be anti social behaviour and violent crimes. Update 17/5/2011 - We continue to deal positively when dealing with offenders suspected of commiting violent crime in the town. We work closely with the towns CCTV Control room to monitor situations that could potentially get out of control. We then try to defuse these situations before they descend into violence or anti social behaviour. We also patrol the town from early in the evening continuously to closing of the last clubs to ensure persons in the town centre are aware that there will be no tolerance of anti social behaviour in the town. Another useful tool that we utilise is a scheme run in conjunction with Chelmsford Borough Council called BOBB, which stands for Behave or Be Banned. Anyone found guilty of commiting offences in the town having been to a licensed premises stands to be potentially banned from licensed premises in the town centre for a pre-determined amount of time. All of the above measures are particularly helpful in managing the town centre on Friday and Saturday nights and reassure the general public that they are able to go out and enjoy a safe and enjoyable evening in Chelmsford town centre. Update 9/6/2011 - Violent crime in the town centre is a priority for Essex Police and we are confident that our positive approach to policing the town has been and continues to be effective in relation to deterring violent offences from occuring. To deter and detect criminal damage to vehicles and property on the routes from Chelmsford town centre through the Trinity area on Friday and Saturday nights.

Action

High visibility patrols by local officers and the neighbourhood support teams. Once the town begins to empty on both Friday and Saturday nights Officers will patrol targeted areas to deter any would-be offenders from committing criminal damage. Update 17/5/2011 - Officers on Friday and Saturday nights in particular patrol the residential areas of the Trinity beat on as frequent a basis as priority incidents dictate to try and deter people from committing criminal damage in the area. The midnight hours of both evenings are a particular time that require high visibility patrols. Most acts of criminal damage are committed by revellers returning along a route from the town centre and we try to encourage licensed premises to manage responsible drinking so that individuals do not get into such an intoxicated state that they will cause damage. Update 9/6/2011 - The ongoing issues with Criminal damage have reduced over the past month but we continue to patrol the area on a regular basis to ensure that would be offenders are aware that they are being watched. Update 6/7/2011 - The newly introduced targeted patrols will take in the Trinity beat area and will focus on reducing vehicle damage. Update 25/7/2011 - There are plans in progress to begin an application for a dispersal order for Chelmsford town centre. This has been extremely effective when utilised in the past to deter both anti-social behaviour as well as violent crime. We will continue to also target the Trinity area to ensure that any issues from the town centre are not displaced into the residential areas. Update 20/1/2012 - We have an Operation currently running in Chelmsford town centre, Nightsafe, that focuses on policing the town centre economy on Friday and Saturday nights. It has been very effective over the Christmas period and is currently ongoing. This Operation has impacted upon the Trinity area with a decrease in offences of Criminal damage over this period. We will continue to monitor this issue

Update

We are continuing to deal with all the day-to-day issues a busy town centre and the neighbouring Trinity ward brings.

We are aided in the Town and Trinity by a dedicated team of PCSOs who are often seen walking around the town centre and surrounding areas and who are always happy to help.

Over the coming months we will continue to hold regular beat surgeries at various locations throughout the town as well as policing high profile events. We will also hold regular Neighbourhood Action Panel meetings within the Trinity beat area. Details of dates, times and locations of all these events can be found under the Events heading on our webpage.

We would like to remind all visitors to the town to be aware of purse dippers who have been operating throughout the county. Please ensure bags and purses are kept secure and within sight at all times. If you would like any advice regarding this issue please feel free to contact our team. The crowded shopping areas can provide an opportunity for purse thieves so please ensure you keep your purse and bag secure and within your sight at all times.
To deter and prevent both purse thieves and shoplifters we will be undertaking both visible and covert patrols in Chelmsford town centre during the spring/summer months.

We are continuing to use all available resources in relation to keeping the town centre a safe and enjoyable place at night. To this end we are going to be using a safety arch at various locations throughout the town on varying nights of the week. This will deter any potential offenders and reassure those on a night out that we are continuing to work to ensure Chelmsford stays a safe place at night.

We are fortunate to be able to call upon the services of the Essex Police Mounted Unit who can frequently be seen walking around the town centre and neighbouring areas. This assists us in ensuring the town centre is patrolled by a variety of officers all of whom are there to ensure the town remains a safe and enjoyable environment for all persons to visit both day and night.

We currently have an ongoing operation, Nightsafe, in place to deal with alcohol related incidents occurring in the town centre. To supplement this Chelmsford Borough Council have recently introduced an amended Designated Place Order which prohibits drinking in a public place in the town centre. We take a positive approach to dealing with incidents so as to ensure the general public can enjoy a safe and enjoyable night in Chelmsford town centre.
