I have been a PCSO for a year and a half, I have been developing my knowledge of the ward, I have met most of the NHW Co-ordinators and other key individuals on the ward and making a difference.

I have been a PC with Essex police since 1994. Until my move to Chelmsford in March 2012 I worked as part of the neighbourhood policing team in the Threefields neighbourhood of Braintree. I am new to the Chelmsford area and I am working as part of the neighbourhood policing team who have good local knowledge. I am quickly getting to know the area and it's issues. I will be activley looking to increase my local knowledge and will welcome any information that resisidents and buisnesses have to offer.

Moulsham Residents- Vehicles using Goldlay Avenue as a cut through, this road is One Way and vehicles are contrevening this system to avoid the Army and Navy roundabout.

Action

High Visibility Patrols in the street by PCSO's during rush hour. Residents to keep note of offending vehicles and Police to contact owners giving suitable advice. Highways to be re-contacted to discuss changing this street back to being a closed road. Results to be fed back at next NAP meeting. Update 1st February 2012 - Although this issue is still continuing it was not brought up at the last NAP meeting, Police will still continue to patrol and deal with offenders. Update 15th November 2011 - Police have issued a number of tickets to offending drivers, Police will when other incidents allow continue to patrol and deal with drivers until the Highways Department deal with the road layout. Update 30th September 2011 - Police have patrolled this road and issued fixed penalty tickets to offending drivers, some have in fact been taxi drivers who should know better. Update 5th September 2011 - I have stopped a number of vehicles on this road recently contrevening the No Entry Sign and issued tickets to the offending drivers, Police will continue to do so until the issue is resolved. Update 16th August 2011 - This is still a problem and Police attend when resources allow to deter and deal with offenders. Update 13th July 2011 - Some vehicles are still using this as a cut through, Police will continue to attend when available. Update 22nd June 2011 - Vehicles are still using this as a shortcut, Police attend when possible to deter offenders, however this is occuring all day. Update 6th June 2011 - A number of vehicles have been reported to be using this exit, Police patrol when possible but the residents have been advised to keep a log. Update 10th May 2011 - Some vehicles are still passing through this No Entry showing no regard for members of the public on foot or using the road legally, i see this issue will continue as there is going to be some long running road repairs on Van Diemans Road in the near future so i expect to receive more reports of this natu

Update

We are asking residents to be vigilant. The Old Moulsham area has been targeted by burglars recently. Please lock your houses, garages and sheds securely before you leave your home, many of the items that have been stolen are small i.e. laptops, wallets and selected jewelry.

We also have an issue with beggers and Street Drinkers loitering outside the Co-op on Moulsham Street, Police are dealing and attempting to resolve this issue by having the bench removed that they loiter by or sit on. We are asking the public to report to us any incidents that they experience outside this shop as evidence of this issue so we can work with our partners and find a resoulotion.

We also appear to have suffered an increase in cycle thefts recently, some cycles stolen have been very expensive, Please ensure you secure your bikes with a good quality lock to something sturdy, most of the bikes stolen have not been secured by good quality locks and have just been cut through by bolt croppers.

The Town Centre area of Chelmsford has seen an increase in purse / handbag thefts again lately, Police are running Operation Christmas Cracker again in the run up to the festive period in an attempt to deter these crimes, if you require purse chains or advice please speak to a Police Officer or PCSO who will be happy to assist.

Also within the Town Centre we are running Operation Nightsafe in particular on Wednesday, Friday and Saturday nights which aims to tackle anti-social behaviour in the town and criminal damage in and around Moulsham Street. This Operation is showing success in keeping the incidents of anti-social behaviour and violent crimes in the town centre low. This operation is ongoing and will continue throughout the year in order to enhance the safety of the town centre.

Our Neighbourhood Meeting, Formally NAP has agreed the ward priorities should be anti-social behaviour, youth provision and traffic matters (speeding, inconsiderate parking and driving complaints).
We also have a separate NM for the Moulsham Street and Princess Road College sites and the priorities agreed were general issues relating to anti-social behaviour by the students in the local area during break times.
