Birch & Layer

Welcome to the Birch and Layer Neighbourhood Policing Team pages. We are committed to making your neighbourhood a safer place to live, work and visit and will work with the community and our partners to tackle local problems. Birch and Layer is part of the Colchester district and covers areas including Birch & Wintree, Layer de la Have, Heckfordbridge, Hardy’s Green and Birch Green.

Jim White

Inspector Jim White (Collar number 1077)

I have been a Police Officer with Essex Police for 20 years and still thoroughly enjoy Policing. I have been an Inspector for 10 years and as such have worked on Response at Chelmsford, Detective Inspector at Professional Standards, Head of Driver Training, Clacton Response, DI Crime Performance, Community Safety and Colchester Town Inspector. I now have a large area of Colchester to look after with my team at Colchester South. We cover Mersea , Abberton, Fingeringhoe, Birch, Layer, Tiptree, Rowhedge, Harbour, Berechurch, Shrub End, Stanway, Lexden, Prettygate and Copford. I am hoping you will find myself and my team very pro-active in tackling your concerns and you will see us out and about in the Community as much as we possibly can taking a firm line against anti social behaviour of any kind. I am the Neighbourhood Constable (NC) for Birch & Layer and am based at Tiptree Police Station. I have been a Police Officer with Essex Police since May 2006. I was on the prisoner process team based at Colchester for six months and have also been a Neighbourhood Policing Officer based at Shrub End. I have been involved in the Safer Colchester project. I am enjoying my role and looking forward to meeting more of my community. My main aim whilst in this role is to increase community involvment and the spirit of the community as a whole.

I have been a Tiptree and rurals officer for around 5 years. I am based at Tiptree station but drive out to the villages as much as possible. I hold the Neighbourhood beat surgeries in the villages where you can come and have a chat about any concerns you may have. The Birch and Winstree area is currently showing a reduction in crime since last year!!!

CATALYTIC CONVERTOR AND METAL THEFTS...
As a rural area we are succeptable to Metal and Catalytic convertor thefts, more so than the more urban areas. Please make sure that your vehicles are parked in a well lit area where possible and with the rear of the vehicle backed against garages etc so as to hinder the extraction as much as possible. There are locking devices that can be purchased.

REPORTING SUSPICIOUS PEOPLE AND VEHICLES
I would also like to remind people that if they see a person or vehicle acting suspiciously to take as much detail as possible such as index plates, colour, description of people and direction of travel and call police immediately, we would rather come out to a false alarm than not be called at all.

FLYTIPPING
Members of the public are urged to keep a look out when driving around Tiptree and surrounding villages for tipper and flat bed vehicles carrying waste. They do not have to be seen committing Flytipping but merely carrying the waste. We are asking for the public to record the registration, time and place seen and what the vehicle was carrying. Checks will then ecent spate of this kind of crime in particularly the Birch area, and I would ask residents to keep an eye open for suspicious activity in the area.
