Jim White

Inspector Jim White (Collar number 1077)

I have been a Police Officer with Essex Police for 20 years and still thoroughly enjoy Policing. I have been an Inspector for 10 years and as such have worked on Response at Chelmsford, Detective Inspector at Professional Standards, Head of Driver Training, Clacton Response, DI Crime Performance, Community Safety and Colchester Town Inspector. I now have a large area of Colchester to look after with my team at Colchester South. We cover Mersea , Abberton, Fingeringhoe, Birch, Layer, Tiptree, Rowhedge, Harbour, Berechurch, Shrub End, Stanway, Lexden, Prettygate and Copford. I am hoping you will find myself and my team very pro-active in tackling your concerns and you will see us out and about in the Community as much as we possibly can taking a firm line against anti social behaviour of any kind. PS John Horscraft (Collar number 71044)

I joined Essex Police in 2006 and have worked as a Neighbourhood Officer in Mistley, as a Tutor of new recruits in Colchester and also on the PIVOT team in Colchester which deals with the processing of prisoners and investigations. I am looking forward to making a real difference in the Tiptree and Winstree areas. Part of my role is also that I cover Copford, Mersea and Dedham as Sgt overseeing the other Neighbourhood Constables.

I have been employed as a Police Constable since May 2006 and have been based at Tiptree since December 2009 as the Neighbourhood Constable for Birch and Layer. I have recently taken over form Pc Mark Dundon as Neighbourhood Constable for Tiptree also.

My name is Richard Hauley I have been with Essex Police now for nearly seven years. The first two years I spent as a detention officer in Colchester, and for nearly five years as the first PCSO in Tiptree, and I have loved every moment.

YOUTH SHELTER The youth shelter is now in situ. YOUTH CLUB The youth club continues to be well attended. PCSO Hargreaves has been meeting with members of the community to try and organise a youth club for the 13 to 16 age group, at present they are looking into a suitable location, and volunteers. If you are interested in helping in any way please contact her on 07966 197 404 The Zone Wardens, Gary and Zoe are also working with Anita to arrange for a temporary skate park to be added to the Grove Park during the holidays, this is financed by the Borough Council.

Action

I am in contact with Safer Colchester Community Speed Watch and dicussing who is trained in the area to complete checks as well as what equipment can be utilised. At present this is on hold by the council due to funding but names have been collated for training in the near future. I am still waiting for a confirmation from Colchester Borough Council on this training. Not all speeders are young people, they can be any age and any sex and are usually locals to the area in which they speed, this I have found from numerous speed checks in other areas. Speed checks are carried out when possible and several tickets have been issued.

CATALYTIC CONVERTOR THEFTS...
Due to being a rural location we are more succeptable to Catalytic Convertor thefts. Please make sure that your vehicles are parked in a well lit area where possible and with the rear of the vehicle backed against garages etc so as to hinder the extraction as much as possible. There are locking devices that can be purchased but this will not guarentee they are not taken or damage is caused. Please contact me if you wish for further advice.

ANTI SOCIAL DRIVING.....
If you witness any of this please call us then we can deal with this as soon as possible. Also if you are able to get indexes of the vehicles or makes and models this can assist with prosecution of persistant offenders.
For Section 59 warnings to be given the behaviour has to be witnessed by a Police Officer or PCSO or have been seen by a credible member of the public who is willing to give a written statement outlining the offence seen and is willing to attend court if necessary.

NEIGHBOURHOOD ACTION PANEL.....
Neighbourhood Action Panels (NAPs) are meetings which are held within your local community. They provide an ideal opportunity for members of the public to discuss issues and problems within their own neighbourhoods. We hope that you will attend and meet with us, councillors and other agencies to discuss local issues which are of concern to you. We look forward to meeting you.

The next Neighbourhood Action Panel will take place on 19th June 2012 at the Tiptree Community Centre at 3pm

BURGLARY DWELLINGS.....
We have a dedicated burglary and robbery team who cover the Colchester area. Please remember to keep all doors and windows securely locked. Do not leave any keys or items of value near windows or on obvious display. Please consider using timers on lamps to act as a deterrent. Remember that outside security lights act as a strong deterrent and ensure that garden tools are locked away as they can be used to gain entry. Consider installing an alarm. Ensure that your house appears occupied at all times. Use timers to switch lights on and off.

Please be aware and call in any suspicious activity to either the “101” or “999” Essex Police numbers.


REPORTING SUSPICIOUS PEOPLE AND VEHICLES
I would also like to remind people that if they see a person or vehicle acting suspiciously to take as much detail as possible such as index plates, colour, description of people and direction of travel and call police immediately, we would rather come out to a false alarm than not be called at all.

FLYTIPPING
Members of the public are urged to keep a look out when driving around Tiptree and surrounding villages for tipper and flat bed vehicles carrying waste. They do not have to be seen committing Flytipping but merely carrying the waste. We are asking for the public to record the registration, time and place seen and what the vehicle was carrying. Checks will then be completed by the council who will investigate if a waste carriers licence is held and where the rubbish was disposed of. Those found carrying waste illegally can be fined £300.
Flytipping or information regarding vehicles can be reported to the council on 01206 - 282700, the contact to pass the information to Street Services Colchester.

ZONE STREET WARDENS (Colchester Borough Council)
CBC operate a team of Community Wardens which comprises of a supervisor Marc Salmon and two wardens Zoe Frost and Gary Cole. They have been accredited by by Essex police and are able to issue fixed panalty tickets for cycling on footpaths, dog fouling and littering. They are also empowered to remove alcohol and cigarettes from young people.
As well as dealing with littering and flytipping issues they work to develop links with the community by way of attending meetings and groups as well as making call ons to vulnerable adults.
The Wardens work very closely with the Police in Tiptree to bring you the best all round service possible between us.
