Welcome to the Harlow Central Neighbourhood Policing Team pages. We are committed to making your neighbourhood a safer place to live, work and visit and will work with the community and our partners to tackle local problems. Harlow Central is part of the Harlow district and covers areas including Toddbrook, Great Parndon and Bush Fair.

Rob Hance

PC Rob Hance (Collar number 1671)

I am the Neighbourhood Constable for Harlow Central and am based at Harlow Police Station. I primarily cover the wards of Passmores, Toddbrook, Gt Parndon and Katherines. I am currently working on a project which will aim to involve the whole town and partner agencies identifying five main areas: graffiti, anti-social behaviour, drugs and core crimes of burglary and car crime.

Issue

Speeding particularly along Katherines Way and Kingsmoor Road. Continual parking on the pavements worst at school times and also around the Hollyfield estate.

Action

Community Speed Watch and PC Hance and PCSO Mascall to use the speed gun and monitor speeds and contact headquarters. Essex county council highways are currently looking at speed calming measures on Kingsmoor Road, Katherines way, and brookside. The Issue of traffic parking has been monitored and at this time no tickets have been issued, schools are now closed so we will pick these issues back up in september. 22/09/2011 - We now in Katherines have a speed awareness sign and NAP members are in contact with Essex County Council about installing a further one on Kingsmoor Road. 22/09/2011 - Patrols around school areas are being conducted on a regular basis to try and ease the parking issues.

Anti-Social Behaviour in Hollyfield, there have been reports of youths on top of the garages and skateboarders being extremely noisy in residential areas.

Action

We have informed the anti-social behaviour co-ordinator at Harlow council aware of these problems. She has requested that the dog wardens increase patrols around the area. PCSO'S are also actively patrolling this area to try and curb this issue.

The NAP wish to reinstate the issue of speeding on both Three Horseshoes and Kingsmoor Road. We are awaiting further guidance from Headquarters regarding the speedwatch.

Action

For traffic to be contacted and request assistance with monitoring and enforcement stratagies. the information recieved from Headquarters has been forwarded to the NAP Chair for desemination at the next NAP . 23/05/2011 Since reinstating this action there have been a couple of speed checks carried out and Essex County Council are currently looking into further speed calming measures Automatic speed reduction signs have now been placed on Three Horseshoes road and are due to be placed on Brookside. 23/07/2011 training has been provided to 6 more people in regard to the community speed watch, and Essex Road Saftey are going to look again at placing the monitoring strips on the road on Kingsmoor Road, Pyenest Road and Three Horseshoes Road.

Action

Patrols are to mounted by both Police and the Community Safety officers of Harlow council, also signs are to be placed in the block warning of increased patrols. Patrols continue to be carried out in this area in relation to these complaints.

As we move in to the better weather please remain vigilant about leaving windows open, this is the prime time for burglars to seize the opportunity to creep in to your property threw an open window. Also with the weather getting better the use of garden tools is more frequent, so take care to lock the shed or garage properly. Don't leave bikes out in the garden or on the front lawn with out them being locked. Keep an eye on the local press for dates when we will be property marking.

You can take action in a number of ways to help make your neighbourhood a safer place to live, work and visit.
