Operation Oatmeal: Motorcycles and quad bikes being used at Hockley Woods and surrounding areas illegally to the annoyance and danger of residents and other legitimate users.

Action

UPDATE: April 2010 - Operation Oatmeal has been set up to provide high visibilty patrols in the relevant areas. Offenders will be dealt with robustly. Consideration to use media to highlight the issues. A request has been sent to Rochford District Council to replace old signage and provide new signs at relevant locations. UPDATE: May 2010 - 3x warnings have been issued under the Police Reform Act to young people caught on off road motor vehicles in the fields. 3x further vehicles made off from officers 13/5. UPDATE: June 2010 - Further patrols have taken place including on pedal cycle. Additional warnings have been given. There is a suggestion that the location is advertised via the internet as a legal place to attend to ride off road vehicles and that permission has been given by the landowner. This is in fact false and no permission has been granted.

Update

'Operation Parsec' has been set up to reduce calls of neighbour disputes. There are now over 20 neighbour disputes ongoing in Hockley.

Some advice for dealing with neighbour disputes: -

DO NOT RETALIATE: Retaliation will not help and may lead to further confrontation, sometimes with a serious consequence.

KEEP A DIARY: Log everything no matter how small or insignificant. Record times and dates and include as much detail as you can.

TRY TO APPROACH YOUR NEIGHBOUR: It may be you can approach your neighbour and have a light hearted chat about the problem. You may be able to ‘clear the air’ before things get out of control.

MEDIATION: A professional mediation service may be able to help if initial communications break down. Services are available locally, details can be found on the internet, or you can ask your local authority anti-social behaviour team 01702 546366.

KEEP A FILE: Record details of all matters relating to your case, every letter and every conversation. Ask for names and contact numbers and if appropriate for confirmations to be sent to you by mail or email.

WHO CAN HELP? Contact your local Environmental Health Department and Anti-Social Behaviour Officer. Explain your situation in full. Request details of their policies and procedures for dealing with neighbour disputes. Ask them to look into matters on your behalf and request feedback. Suggest a deadline for these actions to be completed.

If your home is rented via a housing association, they too will have procedures in relation to neighbour disputes.
Contact your Insurance company or check your policy. You may be entitled to free legal advice and help. If you do not have any legal cover then you need to consult with a solicitor.

Select a solicitor that has experience in dealing with civil disputes. Many offer the first consultation for free. It may be that sending one letter to your neighbour may be all it takes.

Ask the police to refer you to Victim Support or contact them yourself. You may need support and someone to guide you if things get worst.

Any incident where you, your family, your property or any other person is in imminent danger then you should call 999.

Operation Video has recently been introduced to combat the rise in reports of theft of lead and damage at Eldon Way Industrial Estate, Hockley.

Operation Oatmeal has commenced covering Hockley and Rayleigh to combat the growing reports of off road scrambler motorcycles and quad bikes at Hockley Woods across the fields to Edwards Hall Park, Cherry Orchard Country Park and Gusted Hall. Officers will deploy on mountain bikes to increase patrols. Please report sightings of any motorbikes to 0300 333 4444. Three men have recently received warnings under the Police Reform Act.

The Massive Youth club is now open at 7a Eldon Way, Hockley on Tuesday evening for school years 7 & 8 at 7.30pm to 10.30pm and on Friday evening for years 9, 10 & 11 at 7.30pm to 10.30pm.

Once a month, a neighbourhood action panel is held in Hockley and one in Hawkwell West. We try to keep them as Hockley every 3rd Monday and Hawkwell every 4th Tuesday (exception being Nov & Dec.)

The policing team attends with other key individuals; including Neighbourhood Watch, Crimestoppers, residents associations and the Hockley Parish Plan Group amongst others.

Crime and anti-social behaviour is discussed as well as other issues raised that are affecting the community. Priorities are then set for the month so the issues can be resolved.
