Can you help police by naming this man?

Police have issued a CCTV image of a man they would like to interview in connection with the theft of a bicycle in Chelmsford.

The theft took place outside the Anglia Ruskin University site, on Bishop Hall Lane, Chelmsford, at around 11.20am on September 5, 2011, when an unidentified man cut the lock of a Carrera Vulcan mountain bike, with "Armadillo slick” tyres and a white frame, and then rode away on the bike. The estimated value of the stolen bicycle is around £260.

The unidentified suspect is described as being of medium build with scruffy dark hair, possibly unshaven, carrying a black rucksack, wearing a dark t-shirt with dark three quarter length trousers and trainers.
