Essex Police and Kent Police operate a joint Procurement Services unit, which aims to deliver a first-class service, ensuring both forces get value for money. We make sure contracts are in place to deliver a range of services for both Essex Police and Kent Police, from uniforms to printing.

Both the Essex and Kent Police and Crime Commissioners are keen to promote transparency.

Essex Police and Kent Police subscribe to the principles of transparency and as such, publish opportunities which are available for tender. Details of where to find tender opportunities are listed below:

In the adverts for tender opportunities there are links to where the tender documents are held. These tender documents are available free of charge to the public and bidders.

Tendering

Both forces tender electronically and we use a range of tools to do this. These tools include Bravo Solutions and Bluelight. In addition, we now use an electronic market place called 'The Police Procurement Hub'.

Framework agreements

Under the Policing Act, police forces are required to use the following frameworks:

  • Body armour - the framework agreement(s) for general patrol regular body armour to comply with HOSDB standard HG1A (for ballistic protection) and HOSDB standard KR1 (for knife resistance).
  • Vehicles - the NPIA/NAPFM Framework Agreement(s) for provision of vehicles and spare parts.
  • IT (commoditised hardware) - Sprint II (Product Framework RM720)
  • IT (commercial 'off the shelf' software) - Sprint II (Product Framework RM720).

Essex Police and Kent Police sometimes use other frameworks and these include Government Procurement Services, Kent County Council (Laser Energy) and Easternshires Purchasing Organisation.

E-tendering
