The officer’s conduct is alleged to have breached the Standards of Professional Behaviour (SPB) in the following area:
Honesty and Integrity
Orders and Instructions
Discreditable Conduct
During 2022–2023 the officer was involved in a volatile personal relationship which continued after its apparent end; following arrest for serious alleged offences linked to that relationship, the officer was released on bail subject to conditions prohibiting contact with named individuals and attendance at a specified address.
The allegations are that, while those conditions were in force, the officer: (1) met and had prolonged contact with the complainant;
(2) attended the prohibited address and engaged in sexual activity;
(3) exchanged messages with the complainant;
(4) invited her to stay overnight at a hotel;
(5) spent a night with her engaging in sexual activity;
(6) discussed booking a holiday together;
(7) warned her she may be arrested in connection with a report made to police; and
(8) attempted to discuss and influence her involvement in the criminal investigation.
The Chair of the misconduct proceedings has determined that the hearing will be held in private. This decision follows consideration of health and welfare concerns relating to the officer, which justify restricting public access in order to safeguard their wellbeing. The Chair reached this decision having been presented with evidence indicating a significant risk of harm to the officer.
