Reasoning - Essex Police are unable to provide a data report to respond to this request, as any data / information that may be held is not held in a readily extractable format, nor is the existence of such data / information recorded in a readily identifiable central log.
With regard to Question 5, Essex Police is unable to provide a comprehensive report on all preventative measures put in place by Essex Police to address speeding and / or to promote safer driving between 2019 and 2023 as there is no central log of such measures from which this information could be accurately extracted. To attempt to answer this question would require contacting all sections of the force to ask them to report of any relevant preventative measures that took place within the time frame of the question, collating the responses received and then collating them into a bespoke report. Also many of these measures will be carried out in cooperation with other bodies such as Essex County Council (ECC), Essex Highways, the Police, Fire and Crime Commissioner for Essex (PFCC), the Safer Essex Roads Partnership, etc.
To establish if information is held would, therefore, exceed the time and cost limits under the FOIA and would qualify as the creation of data as the results cannot be processed by means of purely sorting or filtering data sources or running a database query tool. There is no requirement under the act to create data purely to answer FOI requests.

- The data relates to arrests where the reason for arrest was 'Driving - Causing Death by Dangerous Driving'.
- The data does NOT include Driving - Causing Death By Careless Driving When Under The Influence Of Drink Or Drugs, Driving - Causing Death by Careless/Inconsiderate Driving, or Driving - Causing Death When No D/L or No Ins or Disqualified.
- Some custody records show that multiple people were arrested for the same offence, whilst it was established who the driver was. These have each been counted once.
- The type of vehicle shown, is the type that the arrested person was driving/ suspected to be driving. However, in some cases the incident involved different types of vehicles - e.g. a motorcycle and a car collided. It does not necessarily mean that the driver of the car was responsible for the collision, but as the motorcyclist was the casualty, the car driver was arrested.
- Where the vehicle type is 'not stated', the index number is known, but the vehicle make/ model is not shown.

As explained above, we are unable to provide a comprehensive answer to this question as there is no central log of such measures. We can however provide the following examples that concern both Essex Police and other relevant public bodies:
- The Essex Police Speed enforcement Team record speed offences which are dealt with by either a Notice of Intended prosecution (NiPS), NDORS Educational course, Fixed Penalty, or court summons.
