Non-Crime Hate Incidents Recorded by Essex Police 2019 to 2026

Introduction:
In order to maintain the trust and confidence of victims and our public, Essex Police remains committed to delivering the highest standards in data recording and transparency. Following our most recent PEEL (Police Effectiveness, Efficiency and Legitimacy) inspection, we are proud to have been graded as ‘Good’ in our approach to recording crime data. This recognition reflects the dedication of our officers and staff to ensuring that our practices are accurate, consistent, and aligned with national standards.
In line with our commitment to continuous improvement, Essex Police has undertaken a comprehensive review of how we record non-crime hate incidents. This review identified areas where adjustments were necessary to ensure full alignment with the Authorised Professional Practice (APP) guidance issued by the College of Policing.
As a result, we have taken proactive steps to rectify affected records, since the change to APP in June 2023, and enhance our internal processes. These improvements are designed to ensure that we are getting it right first time — every time.
Essex Police will continue to self-assess and refine our practices to maintain public confidence and uphold the integrity of our data. We are dedicated to being as effective in recording non-crime data as we are with crime data, and we will persist in our efforts to drive excellence across all areas of our service.
Hate Crime Definitions:
Hate Motivation: Hate Crimes and incidents are taken to mean any crime or incident where the perpetrators hostility or prejudice against an identifiable group of people is a factor in determining who is victimised. This is a broad and inclusive definition. A victim does not have to be a member of the group. In fact, anyone could be a victim of a Hate Crime.
A hate incident (recorded as a Non-Crime Hate Incident) is defined by the College of Policing as:
“an incident which is perceived by the victim or any other person to be motivated by hostility or prejudice based on a person’s race, religion, sexual orientation, disability or transgender status”.
The police record hate incidents in order to monitor community tensions and to prevent criminal behaviour.
