Publication of Data on Non-Crime Hate Incidents Recorded by Essex Police
01 April 2015 to December 2024
A Non-Crime Hate Incident is defined as follows:
“A non-crime hate incident (NCHI) means an incident or alleged incident which involves or is alleged to involve an act by a person (‘the subject’) which is perceived by a person other than the subject to be motivated - wholly or partly - by hostility or prejudice towards persons with a particular characteristic”.

Essex Police has created a response plan to address FOI requests regarding data on NCHI and the following paragraph has been included as a position statement to some applicants, as all disclosures will be overdue:
In June 2023, a Code of Practice was released in relation to non-crime hate incidents (NCHI). This code assists police officers and staff in making decisions about the recording of non-crime hate incidents and relevant personal data. Due to recent events, there is a significant public interest in data relating to non-crime hate incidents. It is important that data published is accurate so to ensure that Essex Police meet their obligations relating to openness and transparency. To this end, Essex Police are reviewing our data held in relation to non-crime hate incidents, this is to ensure that the Code of Practice is being robustly applied. The review, which is already underway, includes assessing our current working practices – which includes how the data is collected and recorded – all the way through to how we report and publish this data. The Essex Police review is intended to be completed by the end of the financial year. It is our intention to publish from end of quarter 1 of 2025/2026 financial year.
A group of data / information sets are described below to indicate our publishing intention – adopting the Section 22 Information Intended for Future Publication exemption under the FOI Act.
