Cancelled Crime Reports - Rape & Historic Sexual Abuse
01 March 2017 to 30 September 2020
I would like to be provided with the following information relating to cancelled crime, formerly 'no-crimes', as defined in Police Recorded Crime and Outcomes User Guide, Page 19. Please note that there are two parts to my request.
1) From March 2017 to September 2020, please provide me with detailed case files for cancelled crime reports related to the offence sub-group 'rape'.
2) If it does not push this request over the cost limit, and you have easily accessible data relating to this request, from March 2017 to September 2020, please provide me with detailed case files for cancelled crime reports related to 'historic sexual abuse' crime.

Having completed enquiries within Essex Police in respect of Section 1(1)(a), Essex Police does hold information relating to your request, Essex Police can confirm in respect of Section 1(1)(b) the following data:

From March 2017 to September 2020, there have been 147 cancelled crimes related to Other Sexual Offences which have been classed as ‘historic’ (where there is more than a year between created date and committed date). Please see breakdown of reasons why they were cancelled below:

Essex Police will not provide any further breakdown or information as the exemptions under FOI Section 40(2) Personal Information and Section 44(1) Information Covered by Prohibitions on Disclosure such as the Sexual Offences (amendment) act 1992 which provides anonymity to victims of sexual offences.
The below context has been provided by the Head of Investigations, Crime & Public Protection Command:
Duplicate and Crime Recorded in Error are merely system issues. Transferred crimes will obviously go to the relevant Force area to investigate. Where crimes are cancelled due to Additional Verifiable Information (AVI) – we have very strong and robust systems in place around this and we work closely with the Force Crime Registrar and victims will be updated on the outcome.
The Force has been graded as outstanding for crime data accuracy by the HMIC and in the HMIC Rape Thematic Inspection last year they found NFA decisions were being correctly applied to cases.
Every effort is made to ensure that the data provided by Essex Police is accurate and complete. However, Essex Police systems are designed primarily for the management of individual cases and not for the purposes of providing data to answer specific FOI enquiries. Please note although data can be extracted from a number of sources via database queries, the results may be subject to inaccuracies. Care should be taken to understand our return when considering the interpretation or further use of the data.
The Force Information Management Board, chaired by the Deputy Chief Constable has oversight of the Force wide programme of work to improve the quality of Force data. This work has identified data quality leads in all key areas of the business including the Crime and Public Protection Command. Liaison between the Force Data Quality Team and the Crime and Public Protection Command lead for data quality will identify and resolve issues through a variety of mechanisms to ensure regular and appropriate supervisory oversight.
