The Freedom of Information Act 2000 (FOIA) places two duties on public authorities:
Unless exemptions apply, the first duty (at Section 1(1)(a) is to confirm or deny whether the information specified in a request is held.
The second duty (at Section 1(1)(b) is to disclose information that has been confirmed as being held.
However, where exemptions are relied upon (Section 17 of FOIA), there is a requirement to provide the applicant with an explanation either:

Essex Police can confirm that the barred list only came into effect in 2017, therefore there is no data from 2013.
The barred list can be viewed publicly here - Latest police barred list released | College of Policing – this is updated/published every year (last update was March 2022).
However, individuals can be searched on the barred list here - Search the barred list | College of Policing.
All officers/staff on the barred list are those who have been dismissed/would have been dismissed if they had not already resigned/retired.
