Exposure, Voyeurism and Additional Voyeurism Offences
2015 to 2021
I make the following request under the Freedom of Information Act.
Please can you provide information about non-contact sex offences.
The offences I would like information on are:
A. 88/9 exposure
B. 88/10 voyeurism
C. 88/12 additional voyeurism (up-skirting)
Please provide information for each of these offences, broken down by year from 2015 to present.
Please provide figures for the number of these offences reported / recorded – and figures for the outcomes of these offences.
For example:
Caution - youth
Caution - adult
Closed - no suspect identified
Closed - victim does not support action
Charged
Crime cancelled / no-crime (with reason).
If more convenient - I am happy for you to provide these details by outcome type numbers 1-22 where appropriate (eg Type 3 - adult caution - as per outcomes framework).
If possible, please additionally provide a monthly breakdown for the most recent 12 months for A. (exposure offences).
If possible to also provide this information for offences recorded as outraging public decency – but which were reported as ‘flashing’ or ‘indecent exposure’ – that would be very helpful.

Having completed enquiries within Essex Police in respect of Section 1(1)(a), Essex Police does hold information relating to your request. Under Section 1(1)(b) the below and attached have been provided in relation to your request:
Caveats:
The data is correct as at 08 September 2021.
The date period for this data is 01 April 2015 to 14 August 2021, therefore, the years 2015 and 2021 are incomplete. Essex Police changed computer systems on 01 April 2015 and the data prior to this date is held on a legacy Custody system, which we are unable to access due to system constraints.
The results are split by Home Office Classification Code, with a separate tab for each offence. Each tab shows the total offences per year for that Home Office Classification Code and also a breakdown of outcomes per year.
For offences recorded as Outraging Public Decency, a keyword search has been undertaken of the Modus Operandi (MO) Field for "exposed", "flashing", "flashed". Please note that any keyword search may not be entirely accurate and any results would not necessarily answer your submission, and, therefore, could be highly inaccurate and misleading.
There is also a tab for the last 12 months, which contains outcomes of all four offences from 01 August 2020 to 31 July 2021.
Every effort is made to ensure that the data provided by Essex Police is accurate and complete. Please note although data can be extracted from a number of sources via database queries, the results may be subject to inaccuracies. The Force Information Management Board chaired by the Deputy Chief Constable has oversight of the Force wide programme of work to improve the quality of Force data. This work has identified data quality leads in all key areas of the business including the Crime and Public Protection Command. Liaison between the Force Data Quality Team and the Crime and Public Protection Command lead for data quality will identify and resolve issues through a variety of mechanisms to ensure regular and appropriate supervisory oversight.
