Hate Crime - Racially Motivated - Ward and Ethnicity - 2012 to 2017
January 2012 to March 2017
1) A summary of the number of ‘racist incidents’ and ‘racially motivated hate crimes’ taking place in each of the wards inside your police force area (or, if that is not possible, another small geographic area, such as policing neighbourhood, postcode or census output area). I am seeking minimally yearly data for these categories from January 2012 to March 2017, though quarterly data are preferred if possible.
2) If information about the ethnicity of the victim is available, please provide a breakdown of the same information (number of ‘racist incidents’ and ‘racially motivated hate crimes’ by ward by quarter or year from January 2012 to March 2017) by ethnicity of the victim.

Having completed enquiries within Essex Police in respect of Section 1(1)(a), Essex Police does hold information relating to your request. Under Section 1(1)(b) the below and attached have been provided in relation to your request:

The data is correct as at 17 February 2022.
The Home Office Classification of ‘NC/10’ was used to bring back all relevant Hate Crime Offences and Records.
The data for Hate Incidents and Hate Crimes is only available from 01 April 2015 onwards. Therefore, no results are available for the period from 01 January 2012 to 31 March 2015.
Date Period: 01 April 2015 to 31 March 2017.
A total of 744 Racist Hate Incidents took place in each of the Wards across Essex from April 2015 to March 2017. The breakdown of these volumes by year and quarter are given below:

A total of 664 victims of Racist Hate Incidents were recorded across Essex from April 2015 to March 2017. The breakdown of these volumes by victim ethnicities and yearly quarter are presented in the data table in the attached spreadsheet.
A total of 2,213 victims of Racist Hate Crimes were recorded across Essex from April 2015 to March 2017. The breakdown of these volumes by victim ethnicities and yearly quarter are presented in the data table in the attached spreadsheet.

The Force Information Management Board chaired by the Deputy Chief Constable has oversight of the Force wide programme of work to improve the quality of Force data. This work has identified data quality leads in all key areas of the business including the Crime and Public Protection Command. Liaison between the Force Data Quality Team and the Crime and Public Protection Command lead for data quality will identify and resolve issues through a variety of mechanisms to ensure regular and appropriate supervisory oversight.
