01 April 2015 to 31 March 2021
I would like to know the following information under the Freedom of Information Act (FOIA) for your police force area between 01/04/2015 and 31/03/2021 (both inclusive) from the Athena Crime Universe (BoB).
For all cases of each established homicide (that is incidents of murder, manslaughter or infanticide but not corporate manslaughter):
1) The most precise location available.
2) The date of the respective incident (if not available, then the date of reporting).
In cases where it is in the public domain,
3) The name of the victim(s) along with (1) and (2) above.

FOI Duty
First Duty – Essex Police does hold information relating to all of your request.
Second Duty – The below data has been provided in relation to your FOI submission.
Fact – Data collated according to homicides recorded according to Home Office Crime Recording Standards.
Exemption – Section 38
Reasoning – With regard the data produced some redactions have been made to protect the surviving family members. Bereaved families will often resist the continued disclosure of information relating to a homicide/murder. Family members are likely to be distressed if disclosure is made without consent. Unexpected disclosure would likely remind a family of a time that they received unexpected life changing and devastating information about their family members. Where cases have been held in open court, personal data will be disclosed to those in attendance and some of that data will be reported in the media, however, just because personal information is disclosed during the course of a court hearing and some of that information subsequently appears in the media, does not necessarily mean that it would be fair to disclose detailed records of evidence under the FOIA.
Signposting- The below links to information already in public domain may be of use to you:
Appendix tables: homicide in England and Wales - Office for National Statistics (ons.gov.uk)

Caveats: The data is correct as of 09/06/2021. Essex Police systems are designed for the management of individual cases and not for the purposes of providing data to answer specific FOI enquiries. The data provided is given from the initial classification at the time of reporting, according to Home Office Crime Recording Standards, however, as an investigation progresses, offence classification could be subject to change. Essex Police Serious Crime Team regularly review outstanding investigation and are also subject of audit by HMICFRS. Please see the below link regarding the recording and classification of crime:
Please note although data can be extracted from a number of sources via database queries, the results may be subject to inaccuracies. Care should be taken to understand our return when considering the interpretation or further use of the data.
The Force Information Management Board chaired by the Deputy Chief Constable has oversight of the Force wide programme of work to improve the quality of Force data. If work has identified issues with data quality, leads in all key areas of the business together with the Force Data Quality Team will identify and resolve issues through a variety of mechanisms to ensure regular and appropriate supervisory oversight.
