Indecent Exposure 2018-2021
April 2019 to March 2021
Initial Enquiry
1. We would like to obtain data on the number of recorded crimes of indecent exposure over a three-year period (from April 2018 to April 2021). As our research suggests that this would be aggregated into ‘Other Sexual Offences’ as per the Home Office Counting Rules (HOCR), would data retrieval be possible using an existing marker within your systems? If not, would data be retrievable using an established key word search of the MO using terms (e.g., ‘flashing’, ‘indecent exposure’, etc.?)
2. As part of this extraction, we would also like to obtain data on both the crime outcome and the characteristics of perpetrators and victims. The latter would focus on officer-defined demographics only, and specifically on officer-defined age, gender, and ethnicity of both suspects and victims. Would such an extraction be possible?
Revised Enquiry
Please could you provide, under the Freedom of Information Act, the following statistics relating to the offence of ‘Exposure’ as maintained under Section 66 of the Sexual Offences Act 2003:
- A case level extraction (one row per crime) of crimes classified under HOCR Code 88/9 (Exposure) over a two-year period from April 2019 to March 2021
- As part of this extraction, we would like to obtain data on the following:
O Date of the crime
O Outcome of the crime
O Perpetrator characteristics, including age, gender, and ethnicity
- Output in either .xlsx or .csv file format would be greatly appreciated

Essex Police analysts have reported data on the Home Office Classification code 088/09 – Exposure.
The offence data is a count of all offences. The totals will not add up to the same as the victim or suspect totals as not all crimes had a victim/suspect recorded.
Every effort is made to ensure that the data provided by Essex Police is accurate and complete. However, Essex Police systems are designed primarily for the management of individual cases and not for the purposes of providing data to answer specific FOI enquiries. Please note although data can be extracted from a number of sources via database queries, the results may be subject to inaccuracies. Care should be taken to understand our return when considering the interpretation or further use of the data.
The Force Information Management Board chaired by the Deputy Chief Constable has oversight of the Force wide programme of work to improve the quality of Force data. This work has identified data quality leads in all key areas of the business including the Crime and Public Protection Command. Liaison between the Force Data Quality Team and the Crime and Public Protection Command lead for data quality will identify and resolve issues through a variety of mechanisms to ensure regular and appropriate supervisory oversight.
