In respect of Section 1(1)(a) Essex Police does not hold the information specified in your request.

Therefore, and in accordance with Section 17(1) of the Act, this communication must act as a refusal notice to provide all the information that could be interpreted as being captured by your request.

Section 16 (1) of the FOIA provides that a public authority is required to provide advice and assistance and the following will provide further clarification of our position, it is our understanding that an offence in respect of the actions detailed in this request would be in contravention of s41 in relation to s4 of the Human Fertilisation and Embryology Act 1990. This is a notifiable offence under HO Counting Code 99/99. A full search has been completed based on the offence title of ‘Triable either way offences: Human Fertilisation and Embryology Act 1990’ and a further filtering relating to this crime type from the ‘Initial modulus operandi’ data field options
