This freedom of information request relates to Record of Taped Interview (ROTI) and Record of Video Interview (ROVI) transcripts. Please could you provide answers to the following questions?
1) How many ROTI/ROVI transcribers are currently employed by Essex Police?
2) Are ROTI/ROVI transcribers employees of Essex Police or is the work outsourced to an external agency? If outsourced, which external agency is the work outsourced to?
3) Does Essex Police use, or are you planning to use, automatic transcription systems to produce ROTI/ROVI transcripts? If yes, which do you use/ plan to use?
4) Can you provide an estimate of how many ROTI/ROVI transcripts are produced by Essex Police in an average week?
5) What is the average cost per minute for a ROTI/ROVI transcript? If this is calculated another way than by the minute, please provide an alternative calculation of cost.
6) What job-specific skills or qualifications do you require ROTI/ROVI transcribers to have?
7) What training is provided for a new ROTI/ROVI transcriber at Essex Police?

Having completed enquiries within Essex Police in respect of Section 1(1)(a), Essex Police does hold information relating to your request, Essex Police can confirm in respect of Section 1(1)(b) the following data:
Caveat: The data is correct as at 11 February 2022.
1) How many ROTI/ROVI transcribers are currently employed by Essex Police?
As at 31 January 2022, there were 7.23 Full-time Equivalent (FTE) (10 Headcount) in the role of ROTI Typist and 3.00 FTE (4 Headcount) in the role of ROVI Typist. There is an additional 1 ROTI Typist who is hired from an agency.
2) Are ROTI/ROVI transcribers employees of Essex Police or is the work outsourced to an external agency? If outsourced, which external agency is the work outsourced to?
As per the above, all but one of the staff performing the role of either ROTI or ROVI Typist are employees of Essex Police.
3) Does Essex Police use, or are you planning to use, automatic transcription systems to produce ROTI/ROVI transcripts? If yes, which do you use/ plan to use?
We do not currently use automatic transcription systems but are in the process of testing an application for this purpose.
4) Can you provide an estimate of how many ROTI/ROVI transcripts are produced by Essex Police in an average week?
The number of transcripts varies, however, approximately 200 hours a month is our average demand.
5) What is the average cost per minute for a ROTI/ROVI transcript? If this is calculated another way than by the minute, please provide an alternative calculation of cost.
No information held. We do not have a cost per minute.
6) What job-specific skills or qualifications do you require ROTI/ROVI transcribers to have?
We require RSA alternative/comparative typing qualifications.
7) What training is provided for a new ROTI/ROVI transcriber at Essex Police?
Training is provided in house to new starters by members of the existing team.
8) What, if any, is the ongoing training provided for ROTI/ROVI transcribers at Essex Police?
No ongoing training is required. Any changes in processes are communicated when required.
9) What, if any, formal or informal guidance are ROTI/ROVI transcribers provided with for the purpose of producing transcripts?
Guidance is covered in their initial training. The same template is used for each transcription.
10) What format is used to record Police interviews with suspects and witnesses at Essex Police (e.g. VHS, cassette tape, CD, digitally recorded, written only) and how are interview recordings stored?
We use a digital interview system with cloud-based storage.
Every effort is made to ensure that the data provided by Essex Police is accurate and complete. However, Essex Police systems are designed primarily for the management of individual cases and not for the purposes of providing data to answer specific FOI enquiries. Please note although data can be extracted from a number of sources via database queries, the results may be subject to inaccuracies. Care should be taken to understand our return when considering the interpretation or further use of the data.
