Roads Policing
Having completed enquiries within Essex Police in respect of Section 1(1)(a), Essex Police does hold information relating to your request. Under Section 1(1)(b) the below and attached have been provided in relation to your request:

Collision data is available via crashmap.co.uk. You can select up to 21 years past data and navigate the map to see collisions at specific locations – please see below link:
Essex Highways produce statistics regarding injury collisions and this data is available on the Safer Essex Road Partnership (SERP) website, under “Explore our data”:
TraffWeb Collision Data Map displays information on road traffic collisions. The information displayed is based on the statistics gathered by the Police about road traffic collisions which result in injuries. There is no information on incidents which result in vehicle damage but no injuries.
Essex Police work with Essex Highways closely through SERP, which comprises of Essex Police, Essex County Council, Southend-On-Sea Borough Council, Thurrock Council, Essex Fire and Rescue Services, Highways England and Essex and Hearts Air Ambulance Trust. The below link may be of interest to you:
Safer Essex Road Partnership (SERP)
STATS19 is a collection of all road traffic accidents that resulted in a personal injury and were reported to the Police within 30 days of the accident, these statistics are compiled from returns made by Police Forces.
The data is collected by the Police at the roadside or when the accident is reported to them by a member of the public at a Police Station. The variables and fields collected are defined by the Department for Transport (DfT) and these have been agreed by the Standing Committee for Road Accident Statistics (SCRAS) and the Association of Chief Police Officers ACPO) - please see below link:
The files provide detailed road safety data about the circumstances of personal injury road accidents in Great Britain from 1979, the types of vehicles involved and the consequential casualties. The statistics relate only to personal injury accidents on public roads that are reported to the Police and subsequently recorded, using the STATS19 Accident Reporting Form.
Accident, Vehicle and Casualty data for 2005 to 2009 is available in the time series files under 2014. Data for 1979 to 2004 is available as a single download under 2004
