Essex Police have diesel and petrol vehicles that will need to be replaced by zero emission alternatives. In tandem with the scheduled vehicle replacement programme the Force will put in place an electric charging infrastructure, whilst scoping the possible new technologies and advances that could affect early investment. The move to zero emissions will be incorporated into current planning, as in many cases vehicles will have two or three replacement cycles before they move to electric or other options.
At this stage, our thinking is to progress on a location by location basis to pick off the easier sites where we can learn quickly as to the best options to meet operational need. We will test and evaluate new vehicle technology and its application to policing roles. Technology will be advancing rapidly over the next few years so timing of the evaluation and deployment to business as usual will be critical.
Access to zero emission vehicles will be via the National Emergency Service vehicle contract to be let in April 2021. This drives down purchase costs and provides access to lower performance electric and hybrid vehicles. Initially, investment will focus on unmarked non-response vehicles where operational capability and performance are not factors. The more challenging replacements will be those requiring significant performance and payload to deliver service. For example, a fully loaded traffic vehicle travelling at high speed will lose range rapidly and would very likely be over payload weight when carrying equipment.
The final vehicles we will look to replace are vans such as those used for public order as their cost and capability will benefit from the evolving technology that will take place over the next couple of years.
