Officers were responding to a call at around 2pm, when they were involved in a collision with a bicycle on Prittlewell Chase, close to Southend General Hospital.
The cyclist was taken to hospital where he remains with serious injuries, which are not deemed to be life-threatening.
The bicycle involved in the collision was not connected to the incident officers were responding to.
A mandatory referral has been made to the Independent Office for Police Conduct (IOPC).
Enquiries remain ongoing and investigating officers are continuing to appeal to anyone who witnessed the collision or may have dashcam or CCTV footage to get in contact.
