Main purpose of the role:

Responsible for conducting proactive and reactive investigations into cybercrime and cyber enabled offences.

Main responsibilities:

  • Conduct investigations into allegations of complex cyber or cyber enabled crime using specialist knowledge in interviewing techniques, document analysis and exhibit handling. Collate, analyse and assess information in order to determine the best lines of enquiry.
  • Secure the best evidence through thorough investigation and effective management of all available resources, working to an agreed case investigation plan. Where all useful lines of enquiry have been explored, make a clear recommendation as to the appropriate disposal.
  • Submit complete and correctly compiled case papers maintaining high professional standards and ensuring evidential integrity, including close compliance with the duties under CPIA.
  • Identify opportunities to disrupt offences of cybercrime by taking down enablers used by offenders such as false websites and malware distributing emails and servers.
  • Collect, evaluate and disseminate all information of intelligence value gained in the course of investigations to legitimate interested parties. Work closely with level 1 & 2 intelligence units in order to maintain an effective and accurate Force intelligence system.
  • Maintain close links with external agencies such as banks & SMEs giving presentations if necessary in order to raise the levels of awareness on current cybercrime threats.
  • Assist Divisional officers investigating cyber offences by providing specialist advice and completing case reviews and setting actions plans as necessary.
  • Assist in prisoner handling or outside enquiries to support wider SECU or SCD operations as requested by supervisors.

Necessary experience:

Proven investigative policing background and be able to demonstrate building evidential cases to a high standard

Ability to proactively undertake and manage investigations

Ability to demonstrate sound knowledge of CPIA, disclosure and practical application in the criminal justice system.

Identify and manage operational Threat, Harm and Risk Use intelligence to support policing objectives

Excellent communication and influencing skills; including advanced interviewing skills. Ability to demonstrate creative thinking, problem solving and ability to work under pressure PIP2 trained.

Experience of working in the cyber and digital environment and knowledge of the practical challenges this presents

Experience and skills in open source research, advanced internet research, core skills in network investigation, cores skills in digital investigation, access data forensic toolkit and how to conduct active file review from a forensic image (training will be provided)

Core training for role: Mainstreaming Cybercrime Training (MCCT) Research and Trace the Electronic Suspect (RITES) Network Investigation Core Skills in data recovery.

Technical skills:

Crime Investigation (Level 4)       

Able to recognise potential conflicts of interest between solicitors and suspects. Effectively plans and prepares work in order to progress investigatons. Analyses results obtained from interviews etc., in order to identify further offences, offenders and lines of enquiry. Has a comprehensive understanding of identification policies, procedures and their applications. Submits high quality reports and case files within time limits. Has an appreciation of the operating practices of the intelligence unit.

Forensic - Crime Scene Management (Level 3) 

Has a working knowledge of the preservation of evidence and practical experience in identifying scene parameters and securing crime scenes. Aware of the method of establishing and clearing a common approach path. Possesses a basic knowledge of the concepts of forensic evidence and the technical aids available within Force. Understands issues relating to scene contamination and can take practical steps to avoid it.

Health & Safety (Level 3)   

Has a basic understanding of Health and Safety issues affecting the current role and working environment. Takes responsibility for personal safety and the safety of others. Aware of hazards and reports problems identified to line manager. Understands and minimises the physical risk of injury through the use of proper manual handling procedures.

Able to confidently prepare an interview strategy using available resources including recognising the value of intelligence, and understands the management of disclosure and no comment interviews.

Interviewing - Witnesses (Level 4)

Able to interview vulnerable victims and child witnesses. Considers the best environment in which to interview and consults with outside agencies. Able to effectively conduct video interviews.

Knowledge of Legislation and Policy (Level 4)   

Has a thorough understanding of all legislation, policy and procedure relevant to the current role. Able to apply this and offer advice to colleagues as necessary.

Mgmt of Police Information (MOPI) (Level 4)    

Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.

Risk Management (Level 3)

Demonstrates an awareness of personal risk management issues, challenges or difficulties likely to affect the post holder in the execution of their duties. Able to anticipate risks likely to affect their work and knows how to communicate the likelihood and possible impacts of such events to line managers or supervisors.

Search (Level 3)     

Has a basic level of search awareness and/or exhibits the skills gained on a search awareness course. Understands the principals of stop and search and their application. Able to deal with associated paperwork, handling of exhibits and gathering of evidence. Has a good working knowledge of PACE powers and warrants and application of the same.
