Main purpose of the role:

Support the proactive and reactive investigative capability to reported incidents of indecent images of children by developing and implementing an investigation and intelligence strategy from the initial receipt of the intelligence through to conviction, implementing safeguarding procedures where necessary for the protection of children and young people.

Main responsibilities:

  • Undertake a range of investigative opportunities including interpreting intelligence received, obtaining search warrants, manage complex computer investigations and liaison with other agencies such as CEOP, social care and other agencies involved in child protection.
  • Responsible for key roles within all aspects of the POLIT arena including conducting research into all required intelligence systems, obtaining search warrants in relation to sexual offenders, be able to act as exhibits officer and understand the complexity of seizing electronic items and the correct packaging and storage methods.
  • View and grade Indecent Images of Children as well as grading Prohibited and Extreme Pornographic images. National Grading Accreditation will need to be achieved to enable the officer to give expert evidence in Court trials.
  • Carry out arrests, interview suspects, victims and witnesses, take statements for investigations and obtain relevant evidence.
  • Liaise with the Crown Prosecution Service for advice and charging decisions, submitting high quality case files and remaining as the Case Officer for the duration of the investigation until court proceedings take place or the matter is otherwise concluded.
  • Identify, locate and bring to justice offenders who make use of the internet to abuse children and young persons. Protect and safeguard children and young people through the provision of specialist information and support to other professionals, families and the community. Ensure that relevant safeguarding referrals are made where necessary and complete risk management plans for offenders who may be at risk of harm.
  • Flexibility for the POLIT role and duty changes may be required in order to meet operational needs. Investigations can be protracted and have an element of immediacy due to the safeguarding of children/young people.
  • Maintain an up-to-date knowledge of relevant legislation and force policy for example criminal law, PACE and CPIA and RIPA in order to ensure investigations and documentation is of the highest standards and complies with such legislation and policy.

The Detective Constable will require the below skills or be willing to undergo training; PIP 2 (NIE and ICIDP), Child Abuse Image Database (CAID), Cybercrime, Open Source, National Grading Accreditation, any other specialist software in use within POLIT.

The DC may also be required to undergo training in specialist covert software and PND.

The DC will be required to travel as part of their duty and therefore a full UK driving licence is essential.

The role holder will be subject to mandatory psychological screening at intervals determined by occupational health due to the psychological demands of the post.

Essential skills:

The role holder must be able to communicate and deal with adults and children at all levels. They should be confident and professional as they will be dealing with a wide range of situations, some of which will be of a disturbing nature. The role holder must be highly motivated, proactive and be able to build and maintain positive working relationships with colleagues.

There will be a requirement to work alongside other departments including the Child Abuse Investigation Department and cross border operations with other forces so an ability to work collaboratively is essential.

There is a requirement to liaise with outside agencies in order to safeguard children and young people.

Person specification:

Experience in dealing with complex criminal investigations would be an advantage. A knowledge of and experience in risk assessment, vulnerabilities, Public Protection Crimes, hidden harm and exploitation would be beneficial.

A good technical and practical knowledge of computers and the internet along with an understanding of the risk management of child sex offenders would be an advantage.

They should be able to work individually without direct supervision as the role requires the investigation officer to take responsibility for their own investigations.

A high level of integrity is required due to the confidential and sensitive material dealt with by the post holder.

The post holder will be required to work to strict deadlines and therefore must be organised and be able to effectively prioritise their work load.

The post holder must be flexible and prepared to work extended hours at short notice as required in order to support urgent operational needs.
