Automatic Number Plate Recognition

Level 1

• Understanding of this technical skill needs updating to give the post holder a sound basis to perform the requirements of the role.
• Needs further time in the role to gain experience under tuition and guidance to successfully apply this technical skill to the required level.

Level 2

Automatic Number Plate Recognition (Level 3)

• Possesses a sound knowledge of the capabilities and uses of Automatic Number Plate Recognition (ANPR).
• Can provide theoretical input to training courses on the use of ANPR and how officers will work with the equipment in operational situations.
• Has a sound knowledge of the health and safety implications involved in the use of ANPR equipment and stopping vehicles.
• Completes associated paperwork to the required standard.
• Aware of Data protection issues relating to ANPR.

Automatic Number Plate Recognition (Level 4)

• Operates Automatic Number Plate Recognition (ANPR) equipment on location to the required standard.
• Able to effectively locate ANPR equipment for successful use in operational situations. Deploys the equipment correctly to meet operational requirements.
• Provides advise and guidance on the health and safety issues relating to ANPR deployment.
• Sound awareness of the tactical use of ANPR, and able to prioritise the scale of response required for each deployment.
• Able to undertake basic weekly collation and updating of database information.
• Understands and applies the JAPAN principles in relation to the Human Rights Act and it's application to ANPR database entries.
• Attends in Force user group meetings.

JAPAN principles are: Justified, Accountable, Proportionate, Appropriate and Necessary.

Automatic Number Plate Recognition (Level 5)

Provides advice and guidance in relation to officers considering the use of ANPR.

Able to identify the requirement for and gain RIPA authorisation as required.

Works with officers to plan operations requiring the use of ANPR.

Acts as Essex Police Representative at user group meetings at Regional and National level, providing feedback and influencing the use and policy relating to the use of ANPR.

Disseminates information and assists with shaping Force policy, practice and procedure. Undertakes system management of the database, including updating the database with information from sources including the DVLA and Genesis.
