Main purpose of the role:
Plan and direct the implementation of the Emergency Services Network and other related activities, across the 7 Forces, to achieve agreed targets and standards for performance, quality, budget and legal compliance of the programme, ensuring the delivery of new capabilities (products, services, policy, processes etc.) from programme / projects is to time, cost and quality in accordance with the programme plan.
Lead and influence significant culture and business change as the 7F strategic advisor on ESMCP alignment and standardisation, ensuring the development and delivery of Force implementation plans to effect the agreed change.
Undertake project scoping, identifying terms of reference, benefits to be realised, costs, resources and timescales, providing effective planning and stakeholder engagement throughout the process.
Prepare and maintain business cases and other relevant project documentation i.e. RAIDD logs for management, governance and effective implementation of the project. Provide regular monitoring and highlight reports and report project progress as required
Responsible for all aspects of project delivery including business change and processes. Lead and facilitate workshops to refine requirements and business case proposals as appropriate.
Build and maintain effective working relationships with strategic stakeholders, local Change Managers and Subject Matter Experts, ensuring engagement and communication throughout the transformation change Programme.
Manage relationships with external partners and third party suppliers (where applicable) to ensure full benefits of such partnerships are achieved.
Provide expert advice to Chief Officers on all strategic matters relating to the business change through relevant communication and management information, liaising and working with local / collaboration change teams, to ensure effective development and delivery of the programme.
Provide report to Chief Officers across the 7 F on the benefits realisation of the Full Business Case, tracking and monitoring the benefits of alignment and standardisation.
Represent the views of the seven forces at a national level.
Educated to degree level or equivalent qualification or specific relevant experience.
Project or programme management qualifications e.g. MSP or similar.
Proven successful experience of managing complex business change.
Experience of developing and maintaining project plans.
A working knowledge of risk management strategies including risk registers and action tracking.
Excellent written and verbal communication skills with the ability to explain complex issues to stakeholders in a clear, concise and understandable way.
Must be highly-motivated, innovative and flexible with excellent time management skills.
Must be capable of good communications at all levels.
Ability to work in a team.
Ability to work effectively with minimal supervision even when under pressure.
Self-motivated and well organised.
