Main purpose of the role:
Plan and direct the design and technical requirements for the implementation of the Emergency Network Services and other related activities, across the 7 Forces, to achieve agreed targets and standards for performance, quality, budget and legal compliance of the programme, ensuring the delivery of new capabilities (products, services, policy, processes etc.) from programme / projects is to time, cost and quality in accordance with the programme plan.
Lead and co-ordinate the technical implementation of workstreams within each of the three collaborations.
Manage and coordinate the successful implementation and delivery of Technical elements of ESN Mobilisation and Transition phases on behalf of all 7F.
Responsible for all aspects of project delivery including Technical change and processes. Provide regular monitoring and highlight reports and report project progress as required.
Undertake project scoping, identifying terms of reference, benefits to be realised, costs, resources and timescales, providing effective planning and stakeholder engagement throughout the process.
Work closely to support the business leads and Subject Matter Experts and provide professional advice tailored specifically for the circumstances of each project.
Lead and facilitate workshops to refine requirements and business case proposals as appropriate.
Prepare and maintain business cases and other relevant project documentation for management, governance and effective implementation of the project.
Ensure progress against plans is made, challenge progress where appropriate whilst managing and mitigating risk and initiating corrective action as necessary.
Ensure technical activities within the programme are managed and resourced effectively, exploiting opportunities for closer collaboration, procurement and inter-working between Eastern police Services and regional Emergency Services partners.
Significant experience in project managing the full lifecycle of major organisational projects, with a track record of timely and successful implementation to budget.
BTECH/HNC qualification or equivalent or significant period of experience in an information technology environment.
Experience in technical project management, in either systems development, networks or infrastructure
Recognised professional qualification in project management such as MSP or equivalent (e.g. APM accredited).
Demonstrate experience of effectively managing staff in a matrix management project environment and direct line management
Excellent oral and written communication skills (including business case, report writing and presentation skills) for effective communication to a wide range of stakeholders.
Well developed influencing and negotiation skills with proven interpersonal skills to deal with conflicting positions and a resistance to proposals/change.
Full driving licence with the ability to travel as required throughout the 7 Force area and to remote and sensitive locations as appropriate.
