Main purpose of the role

To provide a proactive response to emerging crime trends and appropriate local issues as identified by the command team. To work within the hub and take a lead on problem solving, working with community and partners to reduce crime, ASB and protect people from harm within the district. To provide a dynamic and flexible approach to community issues and develop local knowledge. Take the lead on managing the delivery of NTE policing initiatives.

Main responsibilities

  • Reducing crime and the fear of crime, investigate and reduce anti- social behaviour focusing on the areas that pose the greatest harm to the community.
  • Providing a visible presence in the local community and resolve local issues by adopting a partnership and problem solving approach.
  • Adopt leadership and participation (where appropriate) of NTE problem solving approach in partnership with other departments and community partners.
  • To investigate volume crime (outside of CID remit) including attendance at scene, arrest, process and prosecution of offenders.
  • Providing attendance at incidents where necessary and appropriate.
  • Conduct intelligence led, proactive and problem solving activities to reduce, resolve and detect ASB, crime and other community issues.
  • Reduce repeat victimisation including Hate Crime victims.
  • Close liaison with supporting functions including: Licensing, Crime Reduction, Media and Essex Watch.
  • Commissioning specialist support from other teams and community partners to address issues that cannot be solely resolved by neighbourhood resources.
  • Robust management of key offenders identified within local areas.
  • Manage public facing websites and use social media as appropriate to support the work of the Community Policing Team.
  • Proactively seek, accurately record and take the lead in planning actions relating to intelligence which supports Crime/ASB reduction, management of offenders and Rich Picture.

Necessary experience

Required to work a six on, three off shift pattern covering the hours 0800 - 0000 (Sunday to Thursday) and 0800 - 0400 (Friday and Saturday), as necessary according to the demands of the district. The post holder will be expected to be willing to have shift changes, some short notice, to respond to dynamically developing intelligence pictures.

Community Partnerships (Level 3)

Work with the community partners and other agencies to solve community problems in accordance with the relevant legislation policy procedures and partnership agreements. Crime Investigation (Level 3)

Able to identify offences and offenders. Able to conduct street identifications Completes routine interviews to determine and establish events and identify potential witnesses. Plans and prepares further actions. Has an awareness of other agencies and the assistance they can give in providing information and/or assistance with the investigation. Collates all relevant information into appropriate written form, providing reports of a sufficient clarity and quality to enable the evidence contained to be used to further the investigation. Able to gather or preserve any physical evidence at the scene. Able to investigate basic intelligence/information gained in order to validate it where necessary and/or prepare further work from it.

Crime Reduction/Prevention (Level 4)

Implement plans to reduce local crime and disorder. Manages tactical operations to support the delivery of Service crime and disorder strategies, utilising intelligence, complying with Human Rights, health and safety, best value and the relevant law and policies. Example: Use intelligence and management information to develop tactical plans to support the implementation of the crime and disorder strategy, taking into account the potential risks to health and safety and the impact on the community. Ensure the involvement of partners in drawing up plans. Consult with community representatives, when necessary in accordance with protocol. Ensure that local crime and disorder plans comply with service policy and Best Value requirements. Cascade plans and objectives to staff and appropriate parties. Secure and utilise appropriate finance and resources to implement the local crime and disorder plan. Ensure that adequate quality control systems are in place to monitor the delivery of tactical crime and disorder plans. Review the implementation of tactical plans and take appropriate action to amend as necessary. Produce management information, which identifies the results of implementing the crime and disorder strategy. Contribute to evaluating the crime and disorder strategy in light of management information obtained.

Customer Services (Level 3)

Responds promptly and effectively to requests for assistance from customers, establishing and checking their service requirements.Understands the importance of completing accurate customer records and provides them with accurate and up to date information. Works well with others to improve standards of service and gathers information on customer feedback both positive and negative. Confident in face to face and telephone encounters with customers, accurately gauging needs and feelings through observation of behaviour and sensitive questioning. Is helpful and courteous at all times and remains calm, minimising potential conflict situations.

Drugs (Level 3)

Has a basic understanding of the various types of drugs and paraphernalia used to administer and manufacture illegal substances. Has a good understanding of drugs related offences, relevant legislation, the evidence required to support further investigation and an awareness of the support and assistance that other investigative officers and agencies can offer.

ECYPM (Level 4)

Develops appropriate professional relationships with children and young people. Has an awareness and basic knowledge, where appropriate, of the most current legislation. Has the confidence to actively represent the child or young person and his or her rights. Understands the necessity of information sharing within the context of children and young people's wellbeing and safety. Understands the different forms and extent of abuse and their impact on children's development. Able to recognise when a child or young person is in danger or at risk of harm, and take action to protect them. Knows when and how to discuss concerns with parents
and carers. Understands the roles of other agencies, local procedures on child protection and variations in use of terminology.

First Aid (Level 3)

Can take charge of a situation and render basic life support, if an injury or illness should occur, having satisfactorily completed (BLS) training covering choking, CPR, effective control of bleeding and the recovery position. Demonstrates competence to an approved standard and holds the required certificate. Retention of competence will be subject to basic refresher training and re-assessment every three years.

Forensic - Crime Scene Management (Level 3)

Has a working knowledge of the preservation of evidence and practical experience in identifying scene parameters and securing crime scenes. Aware of the method of establishing and clearing a common approach path. Possesses a basic knowledge of the concepts of forensic evidence and the technical aids available within Force. Understands issues relating to scene contamination and can take practical steps to avoid it.

Health & Safety (Level 3)

Has a basic understanding of Health and Safety issues affecting the current role and working environment. Takes responsibility for personal safety and the safety of others. Aware of hazards and reports problems identified to line manager. Understands and minimises the physical risk of injury through the use of proper manual handling procedures.

Incident / Scene Management & Contl (Level 3)

Able to undertake initial examination and assessment of an incident. Able to give clear and precise situation reports. Sets up effective communication and control points. Has an awareness of hazardous materials and devices and makes safety a first priority where risk is apparent. Able to request additional support and /or supervisory personnel and any other service which may be required. Aware of the requirements needed to secure and preserve evidence at the scene. Aware of Gold-Silver command arrangements.

Informant Handling (Level 3)

Up to date knowledge of informant handling policy and relevant best practice sufficient to the current role. Able to recognise possible sources of recruitment and liaise with the appropriate KPM Team.

Information Management & Technology (Level 3)

Knows the range of police information systems available locally to support daily activities, and understands their uses. Can use police information systems to perform routine tasks. May be able to create simple records, and amends data to add information, within requirements of role. Understands data quality issues.

Intelligence Gathering & Analysis (Level 3)

Able to gain intelligence from various sources and is aware of how to give that information to the relevant department and in what format it is required. Able to liaise with intelligence personnel if necessary to gain advice as to the gathering and analysis of information.

Interviewing - General (Level 3)

Demonstrates the ability to conduct effective routine interviews for a variety of purposes. Prepares and plans carefully and is clear about the purpose of the interview. Asks relevant questions and is able to obtain the required information. Regularly reviews personal interview performance. Adapts style to suit the needs of the interview.

Knowledge of Legislation and Policy (Level 3)

Demonstrates a sound working knowledge of all legislation, policies and procedures relevant to the current role. Familiar with all five codes of practice but particularly well versed in the practical application of codes A, B and E. Able to apply this knowledge to suit the needs of the current role.

Licen & Reg - Liquor, Entertnmnt etc (Level 3)

Demonstrates a basic working knowledge of licensing. Confident in dealing with offences of drunkenness. Aware of licensing as it relates to establishments e.g. refreshment houses, and the powers relating to inspection.

Mgmt of Police Information (MOPI) (Level 4)

Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.

Preventing Violent Extremism (Level 3)

Basic awareness of all the Prevent objectives and relevant policies and procedures. Able to gain further information regarding PVE, and identify suitable sources of advice. Able to provide information to other colleagues and departments, in an appropriate format.

Risk Management (Level 3)

Demonstrates an awareness of personal risk management issues, challenges or difficulties likely to affect the post holder in the execution of their duties. Able to anticipate risks likely to affect their work and knows how to communicate the likelihood and possible impacts of such events to line managers or supervisors.

Search (Level 3)

Has a basic level of search awareness and/or exhibits the skills gained on a search awareness course. Understands the principals of stop and search and their application. Able to deal with associated paperwork, handling of exhibits and gathering of evidence. Has a good working knowledge of PACE powers and warrants and application of the same.

Staff Safety (Level 4)

Has been trained in the skills and demonstrates the ability to apply elements of the staff safety programme. These are: Communication Skills, Handcuffing Skills, Unarmed Skills, Incapacitant Skills, Baton Skills and Edged Weapons Awareness. Currently authorised to use these techniques, having received initial or refresher training within the last 12 months. Able to apply these . techniques in practical situations minimising the risk of injury to themselves and ensuring their own safety and the safety of colleagues and members of the public.

Victim Support (Level 3)

Able to support victims, their families and other witnesses as required during initial contact with the police. Aware of other organisations or departments that can be used as a reference in order that they receive the desired support if it is beyond the scope of the officer to deal directly.
