Main purpose of the role:
Carry out covert surveillance operations as a member of the team in order to provide the Force with a mobile surveillance capability to covertly gather intelligence and evidence upon targeted criminals in order to prove their involvement in crime and support their arrest and conviction.
Conduct static, foot and vehicle surveillance completing the log as per Force policy and acting as team leader when trained to do so. This may involve such duties within the team as motorcycle surveillance having successfully completed the relevant courses.
Ensure that all relevant documentation is completed upon the completion of an operation, including the activity report/confidential information report etc., giving consideration to disclosure issues and disseminate to the Planning Team.
Operate specialist radio equipment in order to communicate effectively and confidentially with colleagues; operate camera and video equipment producing quality stills for intelligence and evidential purposes ensuring the security of all information received.
Maintain responsibility of all personal equipment and vehicles ensuring it is in good working order.
Adapt to the changing environment having the ability to change appearance using clothing etc. in order to ensure that the surveillance operation is carried out as effectively as possible.
Participate in discussions regarding police surveillance systems and tactics in order to influence the consultation process of producing National policy.
Participate in joint training exercises with the Security Services in order to ensure that the two organisations are fully aware of each others capabilities and know how to work together at the optimum level.
When required the post holder will provide an out of hours on-call facility.

Driving (Level 6)
Has successfully completed the Operational Advanced Driving course within the past 5 years and meets the aims and objectives of the course. Additionally may have been reauthorised to that level within the past 5 years. If required by role authorised to drive Technical Surveillance vehicles in mobile surveillance operations. And/or is authorised to ride motorcycles at an advanced level having passed an Advanced Motorcycle course.
Drugs (Level 5)
Has a proven ability to investigate drug related serious crime. Trained and experienced in the use of level 1 surveillance techniques and the field testing analysis of substances. Prepares, leads and effectively participates in Force wide operations which tackle the investigation of drug related crime.

Has a basic understanding of Health and Safety issues affecting the current role and working environment. Takes responsibility for personal safety and the safety of others. Aware of hazards and reports problems identified to line manager. Understands and minimises the physical risk of injury through the use of proper manual handling procedures.

Is able to identify reliable and appropriate sources of information and select methods of gathering information which are efficient and effective. Has a working knowledge of legislation and policy relevant to the collection, recording, storage and distribution of information.

Management of Police Information (MOPI) (Level 4)
Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.
Risk Management (Level 3)
Demonstrates an awareness of personal risk management issues, challenges or difficulties likely to affect the post holder in the execution of their duties. Able to anticipate risks likely to affect their work and knows how to communicate the likelihood and possible impacts of such events to line managers or supervisors.
Staff Safety (Level 4)
Has been trained in the skills and demonstrates the ability to apply elements of the staff safety programme. These are: Communication Skills, Handcuffing Skills, Unarmed Skills, Incapacitant Skills, Baton Skills and Edged Weapons Awareness. Currently authorised to use these techniques, having received initial or refresher training within the last 12 months. Able to apply these . techniques in practical situations minimising the risk of injury to themselves and ensuring their own safety and the safety of colleagues and members of the public.
Surveillance - Technical Support (Level 3)
Is able to carry out specification checks on technical equipment required for surveillance purposes. Completes the installation and testing of surveillance equipment on site including the construction of appropriate housing using associated basic engineering skills. Understands and maintains Health and Safety Standards with particular reference to safety procedures for electrical wiring.
Undercover Operations (Level 4)
Working knowledge of the guidelines relevant to safety, intelligence and gathering and deployment techniques. Aware of the operational objectives and priorities and ensures effective recording of information. Ability to perform undercover operations on the street as the principal operative or cover officer to a high standard. Effectively plans own operations producing well considered and workable plans, where possible. Meets deadlines for evidence preparation and submission.
Welfare and Counselling (Level 3)
Able to counsel clients on the telephone, as the initial contact and demonstrates an ability to support clients in a sensitive and confidential manner utilising basic welfare and counselling skills. Is an effective communicator who understands when to refer more complex cases on and who would be best able to provide the necessary help. A capable practitioner likely to be qualified to Certificate in Welfare Studies level.
