Main purpose of the role
Investigate, record, recover and collect all forms of physical evidence and intelligence from crime scenes, taking photographs, fingerprint lifts, samples, property etc, making detailed notes, including sketches, to accurately record
where evidence has been recovered from, in order to provide high quality evidence and evidential reports which effectively support the investigation of crime and further key objectives of Forensic Investigation.
- Plan and prioritise crime scenes requiring investigation during the period of duty, in a logical and efficient manner ensuring the best use of time and available resources with the appropriate knowledge and expertise and maximum exposure of various crime scenes for staff developing in the role, in order to maximise the number of scenes and investigations attended.
- Attend crime scenes, including volume and serious crime and other incidents to secure, record and recover photographic, forensic and fingerprint evidence, mindful of the possible value of the evidence in investigation processes and ensuring that the exhibit(s) are preserved to prevent contamination, including attending scenes of sudden/suspicious death to record/collect information for the SIO/Coroner.
- Ensure that all aspects of agreed forensic strategy are implemented and at major crime scenes i.e. murders, bomb incidents, take such action necessary to preserve the scene pending arrival/instruction from the Crime Scene Manager.
- Document, prepare and compile all relevant photographic, forensic and fingerprint evidence found at such scenes, in order that it may be accessible for evidential purposes, in accordance with current legislation, Force Policy, ISO standards and subject to guidelines on the disclosure of information, including the examination of drugs, both visually and chemically, in accordance with SCD policy, ensuring the security of any substances.
- Package, label and systematically record all evidence at crime scenes submitting them to the appropriate department when necessary for specialist analysis, ensuring that health and safety requirements are met. Ensure that any property seized is entered in the appropriate property register.
- Record and promulgate intelligence gathered from crime scene investigation. Prepare factual statements and forensic reports for court purposes, so that prosecution evidence or evidence to HM Coroner may be correctly presented; attending court to present such evidence when required.
- Attend post-mortems and assist the Pathologist by photographing cadavers and decomposed cadavers, both at the scene of a crime and during post mortem examinations, recovering body parts, taking fingerprints and other exhibits as required.
- Assist and advise operational officers with regard to the quality of forensic evidence and the correct procedures in connection with the different submissions to outside agencies and internal departments in order to ensure correct packaging and labelling of exhibits and continuity of evidence.
- Maintain and provide a level of competence under the College of Policing Practitioners Competence Programme, developing personal expertise and knowledge by attending courses and transferring learning to the work place and imparting that knowledge to colleagues internally, including mentoring and coaching developing CSIs and trainees and occasionally to outside organisations, using that learning to create and develop new ways of securing and collecting evidence in order to increase the effectiveness of the Department
as a whole.
Progression criteria applies to this role, which is attached, and the postholder must pass all required training.
The postholder will be required to provide an evidence portfolio of competence and work to UCAS/ISO standards.
The Crime Scene Investigator must have a good general education, preferably to A level standard or equivalent level qualification. Competent photographic skills, keyboard and information technology skills, including experience of Microsoft Office packages and the ability to rapidly familiarise themselves with force bespoke systems are required. They must also possess the ability to understand and successfully apply all scientific processes in accordance with the approved training provided and demonstrate strong attention to detail.
The post holder must have good interpersonal and communication skills combined with an empathetic but professional approach, which will allow them to communicate effectively with victims of crime in a variety of emotional states and manage expectations. This must include the ability to deal tactfully and diplomatically with people, using sound judgement and discretion. The ability to build effective working relationships both inside and external to the force is also required.
The post holder must have the ability to work methodically, on their own initiative and as part of a team, and in the main, after initial training, unsupervised, in a role that demands a proactive and thorough investigative
approach and have the ability to deal with unpleasant crime scenes and on occasion, hostile/un-cooperative victims.
The post holder must be able to self motivate and organise a demanding workload and possess a thorough understanding of the police environment and inter-relationships between activities, functions and processes and how operational police systems work.
The postholder will be required to work shifts on a rota basis, including weekends, covering the hours of 0600 0200hrs, incorporating early, lates and nights. On call arrangements apply to the hours not covered by the rota
i.e. 0200-0600hrs. Changes of shift may be requested by senior CSIs at late notice and unplanned overtime may have to be worked if operationally required.

Driving (Level 3)
Can drive police vehicles following an authorisation test. Undertakes checks to ensure roadworthiness of vehicles before use including, tyre pressures, lights, fuel, oil and water. Completes vehicle mileage logs. Ensures that the vehicle is kept clean and tidy. Ensures security of police vehicles when leaving unattended. Conforms to all relevant legal requirements for the use of motor vehicles.
Fingerprint Identification (Level 3)
Possesses a basic knowledge of the concepts of fingerprint identification and related law. Able to recognise patterns and forms of prints including friction ridges. Understands the need for and use of fingerprints and is able to take and record good quality fingerprints.
Fingerprint Retrieval & Development (Level 3)
Understands the concepts of fingerprint retrieval and development and the related law. Has a working knowledge of the different processes in use within the Scientific Support Laboratory and external agencies. Knows the correct sequence in which to apply the range of chemicals to maximise fingerprint evidence. Understands which exhibits are suitable for treatment. Aware of the Laboratory submission policies and is able to package exhibits correctly for chemical and physical enhancement. Aware of Health & Safety guidelines
and legislation relating to COSHH in respect of first level retrieval and making lifts.
Firearms (Level 3)
Has an appreciation of what weapons can do and an appreciation of the safety issues involved. Aware of basic types of weapon and their capabilities. Aware of how to deal with incidents and where to call for support.
Forensic - Crime Scene Management (Level 3)
Has a working knowledge of the preservation of evidence and practical experience in identifying scene parameters and securing crime scenes. Aware of the method of establishing and clearing a common approach path. Possesses a basic knowledge of the concepts of forensic evidence and the technical aids available within Force. Understands issues relating to scene contamination and can take practical steps to avoid it.
Forensic - Evidence & Evaluation (Level 3)
Confident and experienced in all practical and written procedures relating to the discovery and recovery of forensic material, including fingerprints, its value and subsequent submission. Has practical experience of interpreting volume crime scenes and of gathering intelligence from those scenes. Possesses a good working knowledge of procedures appertaining to continuity of material found. Understands the technical aids currently in use.
Health & Safety (Level 3)
Has a basic understanding of Health and Safety issues affecting the current role and working environment. Takes responsibility for personal safety and the safety of others. Aware of hazards and reports problems identified to line manager. Understands and minimises the physical risk of injury through the use of proper manual handling procedures.
Information Gathering & Analysis (Level 3)
Able to collect and store information relevant to own work and make sure that it is accurate, up-to-date and in line with the organisation's policies and procedures. Information gathered is sufficient for the purpose.
Information Management & Technology (Level 4)
Can conduct basic computer searches and can correctly interpret data generated. Can create and amend records, according to role requirement. Knows established rules and protocols. Understands impact of data
quality, and is self-monitoring on data quality issues.
Know. of Police Environment & Policy (Level 3)
Has a basic awareness of current policing issues, the environment in which Kent Police and / or Essex Police operate and developments in the way the County is policed. Possesses sufficient knowledge of the roles of the various Areas / Departments, organisation structures and police systems to operate effectively. Understands appreciates and adheres to working procedures, practices and policies relevant to the current role. Familiar with Force goals and local business plan objectives.
Mgmt of Police Information (MOPI) (Level 3)
Has a basic understanding of the APP for Information Management (incorporating MOPI guidance) and its practical application. Recognises when there is a policing purpose to record information. Is familiar with the
NPCC Retention Schedule. Takes personal responsibility to ensure information is recorded accurately and is retained for as long as it has a policing purpose and is stored in such way to allow it to be accessed by those with legitimate reason. Securely disposes of material which no longer has a policing purpose. Has successfully completed all standard relevant Information Management and Security, training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents.
Photography and Digital Imaging (Level 4)
Demonstrates a sound working knowledge of all aspects of photographic and digital imaging. Plans, prepares and undertakes assignments in a range of standard and non - standard situations. Aware of the technical products available that will enhance the final image. Uses colour, exposure, framing, lighting and printing techniques to produce results that meet client needs. Identifies processing and printing faults and is aware of their causes and treatments. Understands the range of different presentation, storage and retrieval techniques to ensure the physical care of images and minimise the risk of damage. Is capable of offering photographic advice to colleagues.
Risk Management (Level 3)
Demonstrates an awareness of personal risk management issues, challenges or difficulties likely to affect the post holder in the execution of their duties. Able to anticipate risks likely to affect their work and knows how to communicate the likelihood and possible impacts of such events to line managers or supervisors.
