Main purpose of the role
The Data Scientist will extract and analyse all forms of data, providing insight, direction and prediction across the three areas of business respectively: performance management, statistics and special projects.
The data scientist is responsible for the development and provision of big data analytics across the Force. They will work closely with the senior and higher analysts to develop and deliver new forms of data analysis and reporting, linking performance analysis to other key areas of business (intelligence, demand, finance, partner data). They will report directly to the head of analysis and work with the head of analysis and the Director of Strategic Change on the development of a county data analytics model (Essex Centre for Data Analytics), based on the vision recently agreed by the Chief Constable, ECC Chief Executive and the Vice Chancellor of Essex University.
- Deliver the best possible analysis including the use of artificial intelligence/machine learning that provides insight, prediction and direction to end users across the Force and County.
- Analyse all forms of data, make recommendations, consult, communicate and ensure that the best information, context, facts, options, approaches and recommendations are delivered to aid corporate decision making.
- Provide big data analysis expertise and advice to the Force in order to shape and guide the strategic decision making that informs and drives policing in Essex.
- Provide advice and guidance on big data extraction and parameters of requests, to officers and staff requesting information, in order to build a defined specification that meets the needs of the customer.
- Identify the parameters, timescales and data required to develop and use big data extraction and analysis from commands and upload defined data to the intranet in order to ensure that essential data is regularly updated, freely accessible and available to support commands in their standard performance reviews, demand management, tasking and briefings.
- Refine products and processes including building new big data sets and liaison with other forces and county agencies, in order to ensure efficient and up-to-date practices of big data provision.
- Identify and report on inconsistent data quality input, to the appropriate system owners or policing areas, in order to raise awareness of data standards and improve the reliability of future data extraction.
- Work with the Athena team to ensure the Athena data gateway is providing the required data to produce big data analytics that informs and drives policing in Essex.
- Work with partners across the county on the provision, analysis and dissemination of big data analytics that informs and drives policing in Essex.
- Manage professional relationships with the Senior and Corporate Performance Analysts and specialist policing commands and directorates in order to maintain a good understanding of requirements.
The role-holder should be educated to a degree standard or equivalent and must be able evidence experience of working in a data analytics environment using AI/machine learning technologies.
The role-holder should be able to demonstrate a strong working knowledge of big data tools such as Python, R, Hadoop, Cloudera. Spark, Power BI or Hive.
The role holder must be able to evidence self managing their workload and priorities, working under pressure to meet urgent deadlines.

Business Planning (Level 6)
Demonstrates a consistently high level of business planning expertise. Able to provide direct input to the Force Business Plan and its communication. Provides expert advice and coaching on business planning techniques and methodology to Force employees. Designs templates and other documentation to assist Force employees with business planning.
Health & Safety (Level 5)
Has received training which enables the effective completion of risk assessments and Health and Safety inspections of premises. Identifies defects or hazards and takes action to resolve any apparent health and safety issues within an area or department. Fully accepts responsibility for the safety of members of staff, as well as visitors and contractors. Monitors the application of health and safety related procedures for the area or department. Possession of a certificate level qualification in Health and Safety is desirable.
Information Gathering & Analysis (Level 6)
Identifies the objectives of analysis and selects appropriate information needed to achieve these objectives. Uses effective methods, identifying any patterns or trends which emerge from the information and drawing conclusions which are supported by good evidence.
Information Management & Technology (Level 5)
Can retrieve information from computer searches across data source boundaries e.g. across a number of data sources, across county. Can analyse and compare data from such searches. Understands significance of findings and can provide guidance on the reliability of forecasts resulting from data analysis. Can monitor data quality in the work of others, and may manage the impact of data quality issues.

Utilises the results of Inspection findings to influence strategic planning decisions.
Internal Consultancy (Level 6)
Combines specialist functional skills with strategic knowledge of Force business plans and policies. Proactively identifies the need for action or investigation concerning matters with Force-wide implications. Demonstrates strong analytical skills. Able to identify critical issues at individual, Area/ Department and Force levels. Gains the commitment of key people and obtains the necessary resources through effective negotiation.
Knowledge of Police Environment & Policy (Level 6)
Possesses a broad and wide ranging knowledge of the police service, legislation and policy which is consistent with the demand for strategic influence in respect of particular areas of activity. Will have formed a reliable network of contacts, nationally and locally, which can be used to support and enhance developmental initiatives.
Management of Police Information (MOPI) (Level 5)
Has sufficient understanding of the NPCC records management policies be able to offer appropriate guidance and support to staff. Is able to identify the appropriate MOPI group for any record with a policing purpose and ensure that all policing records within the team are retained, reviewed or destroyed in line with the MOPI codes of practice. Quality assures staff to ensure a full understanding and compliance with the APP for Information Management (incorporating MOPI guidance), highlighting failings and taking appropriate action as required. Ensures training and / or refresher training is provided and completed. Ensures that systems are correctly linked together to ensure effective management and recording of information across systems. Appropriately reviews digital information held on system(s) and physical records in storage to ensure that they are retained only where there is a policing purpose. Complies with relevant policies and procedures in respect of prioritisation, sanitisation, dissemination, sharing, relevancy, accuracy, adequacy and timeliness.

Able to initiate project plans and procure resources for projects which span Division or Departmental boundaries. Able to use estimating techniques and develop risk management approaches. Demonstrates expert skill levels in strategic and operational research techniques including process analysis, modelling and forecasting. Promotes the professional reputation of the Force's Research Unit by maintaining a respected profile with relevant external organisations and the Research Establishment in general.

Able to anticipate, accurately define and establish the relative level of risk arising from events likely to affect the Force and its relationship with local communities. Responsible for addressing or accepting tactical vulnerabilities in the context of achieving local Force objectives; balancing multiple, potentially competing risks; and implement changes to policies, working practices and standard operating procedures as required. Identifies and challenges risks arising from collaborative and partnership arrangements. Has an appreciation that seizing opportunities also generates risks.
Statistical Analysis (Level 6)
Expert in the field of Statistical Analysis, highly professional and conversant with research methods, complex analysis and modelling. Demonstrates the ability to use subjective, as well as numerical data, to interpret information and trends. Able to direct and refine research and data gathering to improve accuracy and reliability. Fully aware of available analysis tools and their relevance to various statistical applications.
