Main purpose of the role:
To reduce the violence, harm and exploitation caused by Gangs and County Lines by leading the Pursue side of the Serious Violence Unit, ensuring that we task and enforce against the Gangs and County Lines posing the greatest Threat, Harm and Risk in Essex, looking to dismantle, identifying and convicting the principle members in these groups. Achieve this by directing the Serious Violence Unit Pursue Teams, focussing on crime and intelligence associated with county lines and serious violence which cause the greatest threat, risk & harm within the community, including complex, series and serious crimes, maintaining the integrity and standards of case investigation, strategically determining and developing structures and processes for crime and intelligence, working with partner agencies, in order to deliver a victim focused quality service within the Force control strategy which meets corporate aims, policing objectives and local expectations. Scope nationally the best practice around dismantling of Gangs and County Lines, to inform our approach. To be the tactical force lead for reducing Knife Crime in Essex, reporting to the SVU Det Supt. Looking to deliver centralised projects and initiatives funded from the Home Office, such as Sceptre and Grip.
Maintain a high-level overview of complex, series & serious crimes associated with Gangs, County Lines and Serious Violence that fall within the remit of the Unit.
Lead the development and co-ordination of activities and initiatives by allocated teams which are aimed at disrupting county lines and serious violence, ensuring that Force wide priorities and objectives in respect of crime are met. Oversee the developmental needs of officers and staff, co- ordinating the processes for addressing any shortfalls, working with L&D, PIU and taking ownership for improving individual and team capability.
Develop links with and work closely with LPA Chief Inspectors and DCI colleagues across the Force, ensuring that the appropriate support and ownership is taken in relation to crimes and incidents within the local LPAs
Maintain and develop links with key partners, developing and sustaining effective inter-agency information sharing, working practices and relationships, in order to ensure the satisfactory investigation of crime. Particular emphasis should be placed on the development of crime reduction, aiming to reduce the level of crime associated with gangs and county Lines across Essex.
Chair the SVU tasking meeting, bring together Level 1 Intelligence, SCD, Criminal Intelligence Analysts and SVU staff, to ensure we task against the correct Gangs and County Lines and then feedback into the LPA and Force Tasking process. Ensure that a tracking process is in place on commissioned work through tasking.
Act as a Senior Investigating Officer when required, being responsible for serious crime enquiries and the ensuring case files, by directing staff and personal involvement to ensure that the correct level of experience and expertise is given to the investigation. Cases to be considered are ones likely to attract wide media attention and / or would benefit from high profile management intervention.
Direct the development of intelligence, overseeing the decision-making process in order to ensure the effective proactive deployments of Crime Squad resources.
Contribute to the OPC Command Team, including relevant meetings, OPC command duties and lead on tasked thematic pieces of work.
Work closely with the DCI Prevent, Prepare and Protect - SVU to ensure all enforcement activity is planned and mitigation taken by the PPP team to supress any consequential violence and harm.

Has sufficient understanding of the NPCC records management policies be able to offer appropriate guidance and support to staff. Is able to identify the appropriate MOPI group for any record with a policing purpose and ensure that all policing records within the team are retained, reviewed or destroyed in line with the MOPI codes of practice. Quality assures staff to ensure a full understanding and compliance with the APP for Information Management (incorporating MOPI guidance), highlighting failings and taking appropriate action as required. Ensures training and / or refresher training is provided and completed. Ensures that systems are correctly linked together to ensure effective management and recording of information across systems. Supervises and co-ordinates the activities of other investigators, providing advice and guidance on a range of proactive techniques available. Undertakes detailed and comprehensive proactive investigation. Gives consideration to the effective utilisation of resources and prioritisation of tasks.

Has a sound understanding of the legal and procedural issues surrounding all vulnerable victims and is able to advise others. Familiar with procedure with regard to children taken into police protection. Has knowledge of the work of officers of the Social Services, NSPCC and other voluntary agencies in providing on-going support and care for all victims. Demonstrates the ability to successfully gain evidence and bring a case to Court.
