Provide an effective service by arranging and administering identification procedures, capturing volunteer and suspect images when required, showing completed DVDs to witnesses, ensuring up to date volunteer and suspect images are available, responding to the needs of witnesses, suspects, legal representatives, appropriate adults and the interpreters in order to maximise the chance of bringing offenders to justice.
Operate and maintain video identification systems using the delegated authority provided by the Custody Inspector under PACE, to ensure they are able to be utilised for image capture, to allow witnesses to view and seek to identify the perpetrator and bring to justice.
Organise attendance of suspects, witnesses and legal professionals in a timely manner, ensuring that witness attendance is coordinated to eliminate any opportunity for witnesses to influence one another regarding identification of suspects and that suspects are provided with guidance regarding colour of clothing for image capture, providing alternative clothing if required, in order that evidence is not corrupted or influenced by external input, therefore allowing the best possible chance for identification of the perpetrator and brought to justice.
Ensure procedures are conducted in accordance with PACE requirements, including liaison with legalrepresentatives regarding viewing of a completed Identification parade prior to showing to witnesses, recording if not been viewed by legal body to ensure ability to eliminate legal challenge over any suggestion of influence from the police service over identification of suspect, and once complete, sending of paperwork / discs to relevant department for retention.
Select persons of similar appearance to suspects from or on the Data Base to form the identification parade, liaising with legal representatives and amending if good reason presented, to create a parade of Nine images if one suspect or Fourteen images if two suspects, for viewing by the witnesses to allow fair opportunity for the suspect to not simply be picked as the only person similar to that described by the witness.
Prepare written statements regarding all procedures undertaken, capture, compilation, solicitor Preview and from witnesses when have viewed ID parade, for inclusion in file for prosecution and attend court as required to provide evidence with regard to matters pertaining to video image capture.
Research images and identify others of similar appearance using Stills, Video footage, ensuring images are consistent in capture methodology, therefore comparing like with like, in order to build ID parades, using digital imagery to edit marks in accordance with PACE requirements and IT technology to identify images from relevant systems for incorporating into the parade, ensuring that officers and new colleagues are trained to utilise all relevant equipment, thus ensuring officers can conduct the process in post holders absence.
Capture images from a range of sources, including CCTV within custody to aid internal investigations, maintaining confidentiality at all times and writing statements as appropriate
Provide on sight support to operational officers in the capture of digital evidence at source, including CCTV, Body Worn Video, Mobile Phone download and biometric data capture.
Management vetting required.
