Main purpose of the role:
Assist warranted officers with investigations carried out by the Domestic Abuse Investigation Team, including completing actions, offender processing, preparation of evidential files, interviewing witnesses and taking statements and relevant court appearances to help reduce the number of routine tasks for Officers.
Prepare briefing material for team briefings, prepare and summarise investigating officers reports making reasoned conclusions and recommendations for further action by IOs.
Assist with the investigation of Domestic Abuse crime within the Domestic Abuse Team, including completing actions, offender processing, preparation of evidential files and relevant court appearances to help reduce the number of routine tasks for officers.
Secure the best evidence through thorough investigation, working to an agreed case investigation plan, in order to allow detection of the crime and a considered decision to be taken regarding prosecution of offenders.
Submit complete and correct paperwork compiled observing the highest professional standards, within set time limits and ensure evidential integrity through the collection of all relevant documentation, information or data that will be required by the officers to form an overall picture of the circumstances of the case.
Interview witnesses and victims of crime, and assist with suspect interviews, taking high quality, accurate statements for inclusion into case files and undertaking assessment of the veracity of statements and the potential reliability of witnesses in Court in order to present best evidence.
Manage the seizure and viewing of CCTV tapes, viewing material, analysing information, and recording elements of evidential and intelligence value, in order to provide expert evidence in support of investigations.
Maintain an up-to-date knowledge of relevant legislation and force policy, for example criminal law, PACE and CPIA, in order to ensure investigations and documentation is of the highest standard and complies with such legislation and policy.
The post holder requires detailed knowledge and experience in the practical application of the law, legal procedures and police procedures surrounding the investigation of crime. Knowledge of the judicial system is also essential. It is desirable that the post-holder will have previous experience of criminal investigations, including interviewing and taking statements in investigative processes.
In order to carry to out relevant aspects of this role it is essential that the post holder has a proven track record as a competent investigator and possess well developed interviewing skills, including taking witness statements and gathering and recording evidence. Detailed working knowledge of disclosure rules is essential.
The post holder must have a high degree of flexibility to accommodate operational needs, be highly motivated, pro-active and possess excellent communication skills in order to deal with a wide range of situations and people throughout the spectrum of society, involving officers, members of the p blic and other organisations. The post holder must also have the ability to build and maintain positive working relationships with colleagues.
The Post Holder must be able to effectively prioritise their workload and able to work without close supervision and have the ability to work under pressure and manage and meet deadlines and manage multiple customer requirements and cases simultaneously therefore proficient organisational skills are essential.
The post holder must have good working knowledge of IT applications and systems with the ability to use Microsoft Office products. Ideally the post holder will have a good working knowledge of specific force intelligence systems such as Intel and PNC, although training can be provided.
Whilst particular qualifications are not required for this post, several years related experience, within an operational police environment or law enforcement agency or similar type of organisation is desirable.

Accredited to use an operational police information system (e.g. Genesis, PNC, HOLMES) to an advanced level. Possesses a detailed understanding of system operating rules and protocols. Uses the system to its' full potential, to create and amend records, as necessary, and to retrieve information from complex data searches. Understands the significance of the search results and can provide guidance on the reliability of any further data analysis. Effectively monitors the quality of data in the work of others using the system and takes appropriate corrective action.
Crime Investigation (Level 3)
Able to identify offences and offenders. Able to conduct street identifications Completes routine interviews to determine and establish events and identify potential witnesses. Plans and prepares further actions. Has an awareness of other agencies and the assistance they can give in providing information and/or assistance with the investigation. Collates all relevant information into appropriate written form, providing reports of a sufficient clarity and quality to enable the evidence contained to be used to further the investigation. Able to gather or preserve any physical evidence at the scene. Able to investigate basic intelligence/information gained in order to validate it where necessary and/or prepare further work from it.
Forensic - Crime Scene Management (Level 3)
Has a working knowledge of the preservation of evidence and practical experience in identifying scene parameters and securing crime scenes. Aware of the method of establishing and clearing a common approach path. Possesses a basic knowledge of the concepts of forensic evidence and the technical aids available within Force. Understands issues relating to scene contamination and can take practical steps to avoid it.
Health and Safety (Level 3)
Has a basic understanding of Health and Safety issues affecting the current role and working environment. Takes responsibility for personal safety and the safety of others. Aware of hazards and reports problems identified to line manager. Understands and minimises the physical risk of injury through the use of proper manual handling procedures.

Interviewing - General (Level 3)
Demonstrates the ability to conduct effective routine interviews for a variety of purposes. Prepares and plans carefully and is clear about the purpose of the interview. Asks relevant questions and is able to obtain the required information. Regularly reviews personal interview performance. Adapts style to suit the needs of the interview.
Interviewing - Suspects (Level 3)
Demonstrates the skills contained within the Kent Police PEACE course. Effectively uses a good working knowledge of legislation relating to interviews significant statements and special warnings. Able to confidently prepare an interview strategy using available resources including recognising the value of intelligence, and understands the management of disclosure and no comment interviews.
Interviewing - Witnesses (Level 3)
Demonstrates the skills contained within the Kent Police PEACE course which incorporates cognitive interviewing. Shows use of this style of interviewing and can apply it operationally giving consideration to identification and procedural issues. Successfully undertakes initial telephone investigation of crime.
Knowledge of Police Enviornment and Policy (Level 3)
Has a basic awareness of current policing issues, the environment in which Kent Police and / or Essex Police operate and developments in the way the County is policed. Possesses sufficient knowledge of the roles of the various Areas / Departments, organisation structures and police systems to operate effectively. Understands appreciates and adheres to working procedures, practices and policies relevant to the current role. Familiar with Force goals and local business plan objectives.
Knowledge of Legislation and Policy (Level 3)
Demonstrates a sound working knowledge of all legislation, policies and procedures relevant to the current role. Familiar with all five codes of practice but particularly well versed in the practical application of codes A, B and E. Able to apply this knowledge to suit the needs of the current role.
Management of Police Information (MOPI) (Level 3)
Has a basic understanding of the APP for Information Management (incorporating MOPI guidance) and its practical application. Recognises when there is a policing purpose to record information. Is familiar with the NPCC Retention Schedule. Takes personal responsibility to ensure information is recorded accurately and is retained for as long as it has a policing purpose and is stored in such way to allow it to be accessed by those with legitimate reason. Securely disposes of material which no longer has a policing purpose. Has successfully completed all standard relevant Information Management and Security, training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents.
Office Technology (Level 3)
Able to utilise relevant Force standard office software products such as word- processing, spreadsheet, database, presentation and desktop publishing packages to a standard that matches the requirements of the current role in terms of quality and speed. Can operate other items of essential office technology such as photocopiers, facsimile machines, answerphones, shredders, in order to effectively undertake the requirements of the current role. Aware of the implications of Data Protection and acts appropriately in this respect.
Risk Management (Level 3)
Demonstrates an awareness of personal risk management issues, challenges or difficulties likely to affect the post holder in the execution of their duties. Able to anticipate risks likely to affect their work and knows how to communicate the likelihood and possible impacts of such events to line managers or supervisors.
Victim Support (Level 3)
Able to support victims, their families and other witnesses as required during initial contact with the police. Aware of other organisations or departments that can be used as a reference in order that they receive the desired support if it is beyond the scope of the officer to deal directly.
