Main purpose of the role:
Provide a duty planning function for the force in respect of supporting county and local operations, shift planning, maintaining minimum staffing levels within given guidelines and timescales as well as last minute updates and back-filling, providing management information where required, providing appropriate advice and guidance on policy and procedure for forward planning as well as all types of leave and quota queries, in order to support county and local operations by planning duties to provide staff with the correct skills sets in accordance with force policy, procedure and guidelines.
Maintain and update computer databases used in relation to Duty Planning, including updating the system in relation to duty planning, duty substitution, changes to work schedules and creation of new work schedules, medical appointments, discretionary and exceptional leave, in order to maximise resources and provide accurate management information.
Operate the SAP system to resolve queries in relation to duties, flexi balances, time statements, absences, and work schedules and bring any discrepancies to the attention of the Resource Manager, in order to ensure the efficient resolution of such queries and maintenance of accurate records at all times.
Maintain a working knowledge of police regulations, police staff conditions of service and force policy on exigencies of duty, overtime, rest day/bank holiday working, work schedules, and sickness management, in order to provide advice and guidance to police officers, police staff and managers and to ensure the effectiveness and accuracy of SAP.
Record all court commitments for officers and staff, amending and communicating all duty changes and making appropriate arrangements to cover the abstraction where necessary to ensure adequate cover at all times.
Collate and maintain the on-call rotas utilised across the force, dis- emanating details to those who need to be aware of cover arrangements and ensuring that all changes and amendments are made in a timely manner so that the rotas can be of effective use in the delivery of force performance.
Provide administrative support within the RMU as required, including dealing with telephone enquiries and visitors, in order to provide cover in particular during periods of absence and to ensure the smooth and efficient running of the Unit at all times.
Assist Resource Managers with the provision of a range of management information and statistics, completing any necessary returns in respect of staffing levels, abstractions, sickness, overtime, rest days/bank holiday working, etc., in order to facilitate informed decision making.
The Duty Administrator will require a sound understanding and appreciation of the force's operating procedures, plans and priorities as well as a good knowledge of Police Regulations and Police Staff terms and conditions of employment.
The post holder will possess a sound working knowledge of various Microsoft packages, including Word and Excel, and this will be combined with a sound working knowledge of database administration. The post holder will be educated to GCSE level or equivalent passes in Mathematics and English, as a good standard of numeracy and literacy is required in order to complete accurate management reports and other analytical products.
Organisational and analytical skills are a requirement of the role as post holders must possess a working knowledge of this or an aptitude to learn and develop these skills. Communication is a key part of the role and good interpersonal skills are required for liaising with colleagues and management at all levels in the provision of advice and guidance and effective planning in accordance with force priorities and requirements. The postholder must also possess a high level of attention to detail.

Management of Police Information (MOPI) (Level 3)
Has a basic understanding of the APP for Information Management (incorporating MOPI guidance) and its practical application. Recognises when there is a policing purpose to record information. Is familiar with the NPCC Retention Schedule. Takes personal responsibility to ensure information is recorded accurately and is retained for as long as it has a policing purpose and is stored in such way to allow it to be accessed by those with legitimate reason. Securely disposes of material which no longer has a policing purpose. Has successfully completed all standard relevant Information Management and Security, training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents.
Office Technology (Level 3)
Able to utilise relevant Force standard office software products such as word- processing, spreadsheet, database, presentation and desktop publishing packages to a standard that matches the requirements of the current role in terms of quality and speed. Can operate other items of essential office technology such as photocopiers, facsimile machines, answerphones, shredders, in order to effectively undertake the requirements of the current role. Aware of the implications of Data Protection and acts appropriately in this respect.
Risk Management (Level 3)
Demonstrates an awareness of personal risk management issues, challenges or difficulties likely to affect the post holder in the execution of their duties.
