Main purpose of the role:
Apply policing knowledge and experience to assist with development and testing of the Emergency Services Network to ensure that its functionality and coverage is fit for purpose. This includes close liaison with colleagues in Kent and Essex as well as ESN teams in the rest of the 7F region and beyond.
Undertake coverage testing, documenting results and assessing them against operational coverage requirements to recommend pass or fail, in order to identify areas of concern for escalation to the supplier. This will inform potential need for investment in coverage gap-fixing if it not covered by the national contract. Therefore the testing and analysis must be thorough and methodical with a consistent application of THRIVE methodology.
Liaise with ESN Project Manager to ensure the coverage concerns appropriately prioritised for escalation to EE/the Home Office in order for the coverage to be developed in line with operational needs.
Liaise with operational teams to ensure local knowledge and end user requirements are well understood and incorporated into ESN implementation in Kent and Essex.
Undertake functionality testing when new devices and releases of software become available, and feed back test results via the appropriate governance route in order to inform local and national operational validation. Ensure programme leads are kept informed of progress.
Provide support and advice to ESN device users to ensure they can obtain maximum benefit from their device and the software.
Test and recommend devices, peripherals and carry combinations to ensure the Force makes purchasing decisions that support operational requirements whilst achieving best value for money.
Complete any other tasks which form part of the continually developing Emergency Services Mobile Communication Programme to ensure that the programme is delivered on time and within budget.
The ESN PC will ideally have a minimum of 2 years operational policing experience in a local policing role.
The post holder must possess good organisational, prioritisation and planning skills. They must approach tasks with enthusiasm and realism and a commitment to the highest standards of delivery. The post holder must be able to make decisions, evidence their rationale and thought process in reaching these decisions, take responsibility for them and work to deadlines.
Highly effective verbal and written communication, negotiating and influencing skills, and being a good team player are essential, as the post holder must be capable of engaging with and presenting to staff at all levels within the Force, other police forces and emergency service agencies, and external partners.
Experience in driving cultural, behavioural, operational and process change and budgetary management will be an advantage.
Experience of working to deliver a joint IT/business project is desirable.
The post holder will benefit from ha ing a good level of computer knowledge i.e. Excel, PowerPoint and Word. Ability and familiarity in using Storm, Athena and other policing systems would be an advantage. Whilst no specific IT training is a requirement for this role, it would be desirable for the post holder to have an interest and ability in learning and picking up the use of new computer systems quickly.
The post holder must be able to travel throughout Kent and Essex, and there may be a requirement to travel elsewhere within the 7F region and nationally.

Management of Police Information (MOPI) (Level 4) .
Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.
Office Organisation (Level 4)
Fully conversant with organising an office and able to develop working practices which impact on productivity. Familiar with established IT rules and protocols and shows a good understanding of data protection requirements.
