Main purpose of the role:
Works to the strategic lead Superintendent for Hate Crime to deliver innovative and partnership co-ordinated response to hate crime across the county. To co-ordinate and monitor improvements in identifying the threat, risk and harm posed to the public from hate crime, delivering force policy through the CPTs consistently to reduce hate crime, the fear of crime and to bring hate offenders to justice. To co-ordinate & drive the force 4P delivery plan for hate crime along with ongoing dialogue with LPAs and supervision of the hate crime Community Safety Engagement Officer & central line management of the three force Hate Crime Officers. To co-ordinate the forces activity around actions set at PREVENT boards and to track progress of PREVENT champion recruitment, circulation of local and national CT updates and co-ordination of the PREVENT delivery boards across Essex feeding into the force CONTEST board.
Develop, co-ordinate and review the hate crime 4P plan, risk register & policy and procedures in respect of hate crime. Ensure that these key documents provide clear, consistent and standardised approaches to investigation, community engagement activity for policing and compliance with National Neighbourhood Policing Guidelines and national the Prevent Strategy.
Supervision, oversight and welfare support for the three geographically based Hate Crime Officers [HCOs] that work on LPAs.
Monitor, assess and compare all community engagement activity both internally and externally, providing recommendations and guidance as appropriate, developing and revising working practices and procedures for officers and staff, particularly in relation to PREVENT and hate crime. Ensuring there is effect close partnership working across the three upper tier local authorities and wider partners.
Actively engage with Independent Advisory Groups (IAG) and engage with other relevant forums to support the development of both internal and external policy relating to high impact crime and diverse communities to improve service delivery and public trust and confidence, developing effective links and working relationships from diverse communities and collaborative engagement working arrangements with partner agencies/ stakeholders across Essex.
Identifying opportunities for joint initiatives and training opportunities in order to understand hatred and community tensions and effectively support the co-ordination of activities for diverse communities. This will also include a key objective in relation to the operational progression of the use of Restorative Justice as an effective method of dealing with repeat hate crime perpetrators.
To oversee mapping of increased hate and community tensions through analytic work underway and to assist LPAs to recognise emerging trends, locations and potential problem solving solutions.
Driving the 4P plan for hate crime and working with the force vital signs team to undertake benchmarking and environmental scanning for the Force on hate crime, analysing data, monitoring and evaluating reports and incidents, identifying trends, advising police managers, Local Policing and key stakeholders, developing interventions, promoting community involvement and supporting activities that encourage the reporting of hate crime and contribute to the reduction of hate crime incidents across the county.
Undertake and oversee a range of ad hoc developmental projects for Strategic PVP with the aim of impacting on and improving Force performance. This will include attending internal Force meetings as well as representing Kent Police at both national and regional forums.
Manage the function and staff within a Tactical or Strategic co- ordination group following a major of critical incident where community tension is likely to be a key factor. Identifying ongoing community issues raised from Districts & partners, assessing the nature of the issues and raising with the Silver Commander through the appropriate meeting structure in place.
Recruitment Vetting (RV)
The post holder will be required to work on reports/information that will be seen at Chief Officer level, along with liaison on a daily basis with SLT level officers to achieve a thematic focus on a key area for the force. Good presentation, articulation and written skills are essential.
The post holder must be able to effectively prioritise their workload and able to work without close daily supervision, have the ability to work under pressure, meet deadlines, manages multiple customer requirements and cases simultaneously. Therefore, proficient organisational skills are essential.
The post holder must have good working knowledge of IT applications and systems with the ability to use Microsoft Office products. Ideally the post holder will have a good working knowledge of specific force systems such as Athena and PowerBI, although training can be provided.
This role is a designated post. A high level of integrity is required due to the confidential and sensitive material dealt with by the post holder.
The post holder will be required to travel across the County of Essex as part of their duty and therefore a full clean UK driving licence is essential.
The role requires the post holder to be flexible. The post holder may be requested to work extended hours at short notice as required in order to support urgent operational needs, with a requirement to start at other designated locations as required.
Proficient in the use of Microsoft Office packages including Word, Excel and PowerPoint, Athena user, PowerBI use (to be trained) along with other analytical and statistical products to bring focus on hate crime.
A good communicator, clear and confident in briefings.

Crime Reduction/Prevention (Level 4)
Implement plans to reduce local crime and disorder. Manages tactical operations to support the delivery of Service crime and disorder strategies, utilising intelligence, complying with Human Rights, health and safety, best value and the relevant law and policies. Example: Use intelligence and management information to develop tactical plans to support the implementation of the crime and disorder strategy, taking into account the potential risks to health and safety and the impact on the community. Ensure the involvement of partners in drawing up plans. Consult with community representatives, when necessary in accordance with protocol. Ensure that local crime and disorder plans comply with service policy and Best Value requirements. Cascade plans and objectives to staff and appropriate parties. Secure and utilise appropriate finance and resources to implement the local crime and disorder plan. Produce management information, which identifies the results of implementing the crime and disorder strategy. Management of Police Information (MOPI) (Level 4)
Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.
Risk Management (Level 4)
Able to anticipate risks likely to affect the team's ability to execute their function, in terms of likelihood and impact, and assesses how the challenges facing the wider organisation might affect their team and their objectives.
