Working as part of the HR Innovation Team to drive and deliver work focused on attracting additional officers and staff into the organisation. Developing working relationships with internal and external partners to develop initiatives to increase applications for a variety of policing roles and engaging with senior stakeholders to ensure recruitment plans are supported consistently. Exploring best practice nationally and developing new methods for attracting talented, diverse applications to join the organisation.
Research and develop recruitment practices to continuously improve ideas and proactive methods to be utilised across the county to attract candidates. Work alongside HR colleagues to recommend changes to support the delivery of recruitment campaigns.
Develop and implement strategies to ensure the force has a strong pipeline of high quality applicants. Maintain an overview of recruitment trends and types in order to continually analyse the impact and success of interventions.
Develop and implementation of an outreach and engagement strategy to reinforce the strong links with our communities and to promote policing opportunities to the widest possible audience.
Establish and maintain effective working relationships with influential partners across the county that can support the developing work in relation to HR Innovation; share ideas and look for areas of best practice.
Develop effective working relationships with divisional command teams with regards to their Diversity and Inclusion plans and ensuring that recruitment is embedded within their plans too. Build links with and support all departments across the force in order to ensure a consistent approach to recruitment and outreach programmes is achieved.
Provide leadership and attend outreach events/briefings and opportunities within the county and beyond. Engage in forward planning for programmes including support for the identification of resources, procurement of funding and the writing of business cases as required.
Work closely with Corporate Communications team to develop and implement a suitable media strategy and targeted campaign to support HR innovation activities
Keep up-to-date with recruitment initiatives as well as continuing to work with the Public Engagement team to understand the feel and public thinking to influence the recruitment work.
Assist with wider volume HR functions when required, or any other task as required by line management.
Hours worked are usually Monday to Friday though the post holder must be prepared to be flexible and work occasional weekends and/or evenings. Need to travel countrywide and regularly visit other Forces.

Able to effectively contribute to the business planning process within a Division / Department. Demonstrates a broad understanding of the requirements of Force business planning and value for money. Identifies and recommends local objectives and targets for inclusion in the Division / Department plan. Takes responsibility for monitoring these and ensuring they are achieved.
Customer Services (Level 3)
Responds promptly and effectively to requests for assistance from customers, establishing and checking their service requirements.Understands the importance of completing accurate customer records and provides them with accurate and up to date information. Works well with others to improve standards of service and gathers information on customer feedback both positive and negative. Confident in face to face and telephone encounters with customers, accurately gauging needs and feelings through observation of behaviour and sensitive questioning. Is helpful and courteous at all times and remains calm, minimising potential conflict situations.
HR - Recruitment and Selection (Level 5)
Demonstrates well developed interviewing skills and able to offer specialist, detailed working knowledge of a range of selection techniques. Skilled in the design of assessment centre tests and processes. Able to devise and implement selection programmes and important initiatives in order to support workforce planning requirements. Usually qualified to Graduate level of the Chartered Institute of Personnel & Development (CIPD) and committed to continuing professional development.
Health and Safety (Level 4)
Has received Supervisor training and takes responsibility for the safety of directly subordinate staff and visitors. Understands the procedures in place for the safe storage of hazardous substances, fire precautions and evacuation. Resolves hazards or problems identified within roles or work environments. Undertakes skills passport assessments for new and existing staff. Re-assesses passport as and when new equipment/technology is introduced. Completes annual reviews of skills passports, training needs analysis.
Information Gathering and Analysis (Level 5)
Information gathered is sufficient, valid and reliable and is consistent with the organisation's values, policies, guidelines and procedures. Able to deal with situations when information is insufficient, contradictory or ambiguous. Able to organise and interpret information so that conclusions can be drawn.
Information Management and Technology (Level 4)
Can conduct basic computer searches and can correctly interpret data generated. Can create and amend records, according to role requirement. Knows established rules and protocols. Understands impact of data quality, and is self-monitoring on data quality issues.
Internal Consultancy (Level 4)
Demonstrates an in depth knowledge of the relevant specialist area and combines this with high level consultancy skills. Develops collaborative relationships with internal clients and works with them to achieve joint objectives and targets. Maintains an up to date awareness of all developments which may affect Force business and policies and proactively advises clients of all relevant matters.
Interviewing - General (Level 4)
Has received some training in reliable interviewing techniques and is able to apply these techniques fairly, consistently and to good effect. Identifies the key issues for examination and tests these using open and probing questions. Identifies weaknesses and inconsistencies in the account and seeks clarification. Keeps good written records of the interview for future.
Knowledge of Legislation and Policy (Level 4)
Has a thorough understanding of all legislation, policy and procedure relevant to the current role. Able to apply this and offer advice to colleagues as necessary.
Management of Police Information (MOPI) (Level 4)
Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary.
