Main purpose of the role:
Manage all aspects of day to day working within a major investigation team, including a HOLMES major incident room.
Manage an individual investigation team and incident room in respect of major, serious or series crime enquiries ensuring the case is appropriately investigated and reaches a satisfactory conclusion.
Maintain a complete knowledge of HOLMES to Office Manager standard and all related issues in order to ensure that the investigation is carried out to the rules as laid down by the Home Office and is efficient and effective.
Maintain standards of conduct and investigation within the major incident room to ensure quality of information both into and out of the room.
Prioritise work for the outside enquiry team. Maintain a detailed overview of the team's current and projected commitments to ensure optimum use of all resources within a defined budget.
Update the SIO as appropriate ensuring that they are fully conversant with all necessary details regarding the investigation.
Provide on-call SIO cover, responsible for initial response to serious and major crimes and crimes in action.
Provide a contact point for the victims and/or families of victims of crime etc. concerned in the investigation.
Act as Senior Investigating Officer when required, being responsible for managing serious crime investigations and casefiles.
Instigate or approve the preparation of target packages as required.
Liaise with all necessary internal and external agencies to ensure the smooth running of all aspects of an enquiry.
Carryout remedial enquiries and/or investigate incidents as required regarding those that have previously been filed but new evidence has come to light.
Manage issues concerning exhibits for both current and previous casefiles that may at some point be required at Court.
Investigate and/or deal with issues of a sensitive nature eg Complaints as required.

Budget Management (Level 3)
Checks and codes invoices and claims for payment, ensuring appropriate authorisation is evident and financial regulations are complied with before claims are processed. Crime Investigation (Level 5)
Supervises and co-ordinates the activities of other investigators providing advice and guidance on the whole range of investigation techniques, policies and procedures. Acts as a Case Review Officer. Pro-actively uses information gained form external agencies and the intelligence unit. Undertakes detailed and comprehensive case investigations.
ECYPM (Level 3)
Understands what is meant by safeguarding and the different ways in which children and young people can be harmed. Recognises when a child or young person may not be achieving their developmental potential and may require a service intervention. Identify appropriate sources of help. Aware of national guidance and local procedures, and own role and responsibilities within these for safeguarding and promoting children and young people's welfare.
Forensic - Crime Scene Management (Level 4)
Demonstrates a sound working knowledge of a broad range of forensic science services and of all relevant legislation, policies and procedures. Can identify and has practical experience of off-setting scene parameters, securing the scene, identifying, clearing and marking a common approach path. Is aware of the need to control access to the scene and is confident in enforcing this control. Understands the responsibilities of others within a scene and is able to advise colleagues as necessary.
Health and Safety (Level 5)
Has received training which enables the effective completion of risk assessments and Health and Safety inspections of premises. Identifies defects or hazards and takes action to resolve any apparent health and safety issues within an area or department. Fully accepts responsibility for the safety of members of staff, as well as visitors and contractors. Monitors the application of health and safety related procedures for the area or department. Possession of a certificate level qualification in Health and Safety is desirable.
Incident / Scene Management and Control (Level 5)
Takes control and maintains an oversight of the incident, reviews previous actions and initiates further action. Secures additional support for the incident, including determining the scale of support required from other services and agencies. Revises situation reports and instigates the creation of Silver command as appropriate. Gathers relevant information for assessment and onward transmission to Silver command as required. Quickly establishes an effective team and sets policy for dealing with the incident. Ensures the correct level of investigation is in place to deal with the incident and necessary personnel are in attendance. Ensures the effective debriefing of staff.
Informant Handling (Level 5)
Acts as the source of advice and guidance regarding all aspects of informant handling. Supervises other informant handlers to ensure that their work is in line with Force policy and any guidelines that have been issued. Supervises payments made to informants and takes on the role of expert co-handler with more difficult informants.
Information Management and Technology (Level 5)
Can retrieve information from computer searches across data source boundaries e.g. across a number of data sources, across county. Can analyse and compare data from such searches. Understands significance of findings and can provide guidance on the reliability of forecasts resulting from data analysis. Can monitor data quality in the work of others, and may manage the impact of data quality issues.
Intelligence Gathering and Analysis (Level 4)
Able to analyse basic intelligence submitted and/or make decisions about whether it should be followed up or not. If further research is necessary, be able to carry out that task or delegate to another officer. If required, be able to put together basic information packages for others based on the intelligence gained.
Interviewing - General (Level 5)
Is a highly experienced interviewer (having accredited skills in recruitment, selection, appraisal, return to work, exit, and / or other managerial type interviews). Has an awareness of non-verbal communication. Provides feedback to colleagues to assist them with the development of their interview techniques. Identifies key issues for examination and maintains effective interview skills even in difficult circumstances and / or complex cases. Has a thorough knowledge of available interview techniques and their applications. Trains and develops others in these techniques.
Interviewing - Suspects (Level 5)
Has successfully completed an advanced interviewers course and is able to effectively demonstrate the skills and abilities learned. Shows an awareness of how personality affects the inter-action of communication between people and has a basic understanding in the psychological analysis of conversation.
Interviewing - Witnesses (Level 6)
Demonstrates the ability to use the Cognitive interviewing techniques within a major crime investigation assisting SIO's, giving advice and guidance in relation to traumatised victims and strategic approach.
Knowledge of Legislation and Policy (Level 5)
Has a thorough understanding of the responsibilities of the police and all other participants in the legal process. Has overall responsibility for advising other officers on the application of all legislation, policy and procedure relevant to the current role. Confident in the application of the complaints procedure and policy, able to initiate an investigation, where this is warranted, and secure relevant evidence.
Management of Police Information (MOPI) (Level 5)
Has sufficient understanding of the NPCC records management policies be able to offer appropriate guidance and support to staff. Is able to identify the appropriate MOPI group for any record with a policing purpose and ensure that all policing records within the team are retained, reviewed or destroyed in line with the MOPI codes of practice. Quality assures staff to ensure a full understanding and compliance with the APP for Information Management (incorporating MOPI guidance), highlighting failings and taking appropriate action as required. Ensures training and / or refresher training is provided and completed. Ensures that systems are correctly linked together to ensure effective management and recording of information across systems. Appropriately reviews digital information held on system(s) and physical records in storage to ensure that they are retained only where there is a policing purpose. Complies with relevant policies and procedures in respect of prioritisation, sanitisation, dissemination, shari g, relevancy, accuracy, adequacy and timeliness.
Risk Management (Level 5)
Able to anticipate, accurately define and establish the relative level of risk likely to affect their specialist function, in terms of likelihood and impact, together with how the challenges facing the wider organisation might affect their role within the force. Assesses the risks of national initiatives providing feedback at the relevant level. Has an understanding of pathways to alert all appropriate senior managers to flawed or ineffective control strategies and provide continuity/recovery options. Has an appreciation that seizing opportunities also generates risks.
Victim Support (Level 4)
Good working knowledge of victim support techniques both internal and external to the organisation. Able to support victims and other interested parties during an investigation which may lead to a court case. Able to act as an advisor for other staff on support services available.
