Main purpose of the role:
Responsible for the investigation of major, serious and series linked crimes mainly Murder, Abduction, Rape and Extortion offences occurring in the Force Area as directed by the SCD.
Undertake the investigation of major crime within Major Crime, including completing actions, offender processing, preparation of evidential files and relevant court appearances.
Secure the best evidence through thorough investigation, working to an agreed case investigation plan, in order to allow detection of the crime and a considered decision to be taken regarding prosecution of offenders.
Undertaking when requested to do so, the roles of Family Liaison, Statement Reader, Disclosure, Exhibits and Allocator receiver.
Submit complete and correct paperwork compiled observing highest professional standards, within set time limits and ensure evidential integrity.
Maintain liaison with internal units and external agencies in order to ensure assistance is available for identifying and tracing offenders and ensuring that all aspects of investigation are taken into account.
Working in accordance with the C.P.I.A. (Criminal Procedure and Investigations Act) 1996.
Remain fully informed of trends and patterns in respect of major crime.
Maintain records of work/activities as directed by supervisor.
Undertake enquiries for other Forces as directed by a supervising officer.
Undertakes such other reasonable duties as may be required from time to time.

Management Vetting required.
Hours of work are primarily day and late turn duties. Officers need to be flexible as there is a necessity to work some unsocial hours and call-outs. Need to travel countywide if necessary. Officers will be based at one of the 3 predetermined locations but will on occasions be expected to work at any of the locations or other place as directed by Divisional Line Management.
The post holder will be required to be multi-skilled involving all aspects of Major Investigation based both inside and outside the office. Proven investigative ability and an aptitude for criminal investigation is essential, as is the ability to communicate effectively with and show tolerance and understanding and relate to people at all levels. The ability to plan and organise work effectively, good written skills including preparing case files to a high standard are essential. The post holder will be self-motivated with the ability to work alone with minimum supervision. The post holder will have a good working knowledge of Criminal Law, particularly the Police and Criminal Evidence Act, and a good knowledge of Force Intelligence Systems and procedures relating to informants and intelligence gathering. The ability to work under pressure, handle a high caseload, and form part of a team is essential.

Vetting clearance is a pre-requisite of employment in designated posts and the post holder will be subject to management vetting assessment every 7 years. National security vetting clearances are reviewed every 10 years.

Crime Investigation (Level 4)

Forensic - Crime Scene Management (Level 3)
Has a working knowledge of the preservation of evidence and practical experience in identifying scene parameters and securing crime scenes. Aware of the method of establishing and clearing a common approach path. Possesses a basic knowledge of the concepts of forensic evidence and the technical aids available within Force. Understands issues relating to scene contamination and can take practical steps to avoid it.

Maintains an overview of the incident. Sets up appropriate and effective cordons. Following assessment of the situation gives estimates for additional personnel requirements and specialist teams. Uses knowledge and assessment of staff capabilities to effectively deploy attending personnel and maintains awareness of the location of all deployed resources. Aware of the need to balance the gathering of evidence with the need to resolve the incident. Aware of Area contingency plans and able to initiate further action.
Information Management and Technology (Level 4)
Can conduct basic computer searches and can correctly interpret data generated. Can create and amend records, according to role requirement. Knows established rules and protocols. Understands impact of data quality, and is self-monitoring on data quality issues.
Intelligence Gathering and Analysis (Level 4)
Able to analyse basic intelligence submitted and/or make decisions about whether it should be followed up or not. If further research is necessary, be able to carry out that task or delegate to another officer. If required, be able to put together basic information packages for others based on the intelligence gained.
Interviewing - General (Level 3)
Demonstrates the ability to conduct effective routine interviews for a variety of purposes. Prepares and plans carefully and is clear about the purpose of the interview. Asks relevant questions and is able to obtain the required information. Regularly reviews personal interview performance. Adapts style to suit the needs of the interview.
Interviewing - Suspects (Level 3)
Demonstrates the skills contained within the Kent Police PEACE course. Effectively uses a good working knowledge of legislation relating to interviews significant statements and special warnings. Able to confidently prepare an interview strategy using available resources including recognising the value of intelligence, and understands the management of disclosure and no comment interviews.
Interviewing - Witnesses (Level 3)
Demonstrates the skills contained within the Kent Police PEACE course which incorporates cognitive interviewing. Shows use of this style of interviewing and can apply it operationally giving consideration to identification and procedural issues. Successfully undertakes initial telephone investigation of crime.
Knowledge of Legislation and Policy (Level 4)
Has a thorough understanding of all legislation, policy and procedure relevant to the current role. Able to apply this and offer advice to colleagues as necessary.
Management of Police Information (MOPI) (Level 4)
Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.
Risk Management (Level 4)
Able to anticipate risks likely to affect the team's ability to execute their function, in terms of likelihood and impact, and assesses how the challenges facing the wider organisation might affect their team and their objectives. Has an understanding of pathways to alert local managers to flawed or ineffective operational control strategies and provide continuity/recovery options. Has an appreciation that seizing opportunities also generates risks.
Search (Level 4)
Has a high level of search awareness and handling of exhibits seized. Is able to co-ordinate searches and collate associated items seized and ensure their integrity, security and continuity for any future court case.
