Main purpose of the role:
Conduct investigations into allocated cases of modern slavery and human trafficking, ensuring that best possible evidence is secured and that cases are fully and efficiently investigated, safeguarding and supporting the victims and witnesses allowing a considered decision to be taken about the prosecution of offenders.
Secure the best evidence through thorough investigation of allocated allegation of MHST; develop an investigative strategy to progress the case maintaining a victim focussed approach.
Ensure that each investigation is doctrine complaint and Victim Code & Witness Charter Compliant, in order to consider the best outcome for the victim and witnesses in the case.
Submit accurate and correct case papers, compiled observing highest professional standards, and within set time limits ensuring evidential integrity is maintained to enable CPS to have the required information to prosecute the case. Where directed this will include joint investigations.
Identify further persons at risk of victimisation and support intervention plans to reduce the risk.
Ensure that future crime reduction and safeguarding opportunities are identified and progressed using a multi-agency approach to minimise risk to parties involved in the investigation.
Maintain liaison between internal and external partners including LP, CID, SCD, VIT, Gan masters & Labour Abuse Authority (GLAA), immigration, British Red Cross as well as other Non-Government Organisations and charities to enhance joint working opportunities and improve and extend the range of possible options for crime reduction, identifying and tracing offenders and safeguarding victims.
Report information of intelligence value gained in the course of the investigations and the potential for recruiting informants or exploiting other fruitful sources of information, ensuring adherence to force policy and SOPs at all times.
Support the on-going development of the richer picture with regard to vulnerability, maintaining an up to date awareness of trends and intelligence relating to offences and offenders who feature in this crime type. Accredited to PIP level 2.

Crime Investigation (Level 4)

ECYPM (Level 3)
Understands what is meant by safeguarding and the different ways in which children and young people can be harmed. Recognises when a child or young person may not be achieving their developmental potential and may require a service intervention. Identify appropriate sources of help. Aware of national guidance and local procedures, and own role and responsibilities within these for safeguarding and promoting children and young people's welfare.
Forensic - Crime Scene Management (Level 3)
Has a working knowledge of the preservation of evidence and practical experience in identifying scene parameters and securing crime scenes. Aware of the method of establishing and clearing a common approach path. Possesses a basic knowledge of the concepts of forensic evidence and the technical aids available within Force. Understands issues relating to scene contamination and can take practical steps to avoid it.
Health and Safety (Level 3)
Has a basic understanding of Health and Safety issues affecting the current role and working environment. Takes responsibility for personal safety and the safety of others. Aware of hazards and reports problems identified to line manager. Understands and minimises the physical risk of injury through the use of proper manual handling procedures.
Incident / Scene Management and Control (Level 3)
Able to undertake initial examination and assessment of an incident. Able to give clear and precise situation reports. Sets up effective communication and control points. Has an awareness of hazardous materials and devices and makes safety a first priority where risk is apparent. Able to request additional support and /or supervisory personnel and any other service which may be required. Aware of the requirements needed to secure and preserve evidence at the scene. Aware of Gold-Silver command arrangements.
Information Management and Technology (Level 4)
Can conduct basic computer searches and can correctly interpret data generated. Can create and amend records, according to role requirement. Knows established rules and protocols. Understands impact of data quality, and is self-monitoring on data quality issues.
Intelligence Gathering and Analysis (Level 4)
Able to analyse basic intelligence submitted and/or make decisions about whether it should be followed up or not. If further research is necessary, be able to carry out that task or delegate to another officer. If required, be able to put together basic information packages for others based on the intelligence gained.
Interviewing - General (Level 4)
Has received some training in reliable interviewing techniques and is able to apply these techniques fairly, consistently and to good effect. Identifies the key issues for examination and tests these using open and probing questions. Identifies weaknesses and inconsistencies in the account and seeks clarification. Keeps good written records of the interview for future.
Interviewing - Suspects (Level 5)
Has successfully completed an advanced interviewers course and is able to effectively demonstrate the skills and abilities learned. Shows an awareness of how personality affects the inter-action of communication between people and has a basic understanding in the psychological analysis of conversation.
Interviewing - Witnesses (Level 4)
Able to interview vulnerable victims and child witnesses. Considers the best environment in which to interview and consults with outside agencies. Able to effectively conduct video interviews.
Knowledge of Legislation and Policy (Level 4)
Has a thorough understanding of all legislation, policy and procedure relevant to the current role. Able to apply this and offer advice to colleagues as necessary.
Management of Police Information (MOPI) (Level 4)
Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.
Proactive Crime Investigation (Level 4)
Effectively plans and prepares work in order to progress a proactive investigation. Aware of the operational objectives and priorities, ensures effective recording of actions and decisions. Has a good understanding of the relevant legislation, policy and procedures appertaining to a proactive investigation .e. R.I.P.A. etc.
Risk Management (Level 3)
Demonstrates an awareness of personal risk management issues, challenges or difficulties likely to affect the post holder in the execution of their duties. Able to anticipate risks likely to affect their work and knows how to communicate the likelihood and possible impacts of such events to line managers or supervisors.
Search (Level 4)
Has a high level of search awareness and handling of exhibits seized. Is able to co-ordinate searches and collate associated items seized and ensure their integrity, security and continuity for any future court case.
Surveillance - Equipment (Level 5)
Competent in a range of surveillance equipment and has a full understanding of the impact of policies and authorisations needed to use that equipment. And/ or has a comprehensive understanding of the issues surrounding the acquisition and use of CCTV both in relation to police operations and in public and private systems, and manages the function within practical situations.
