Main purpose of the role:
Manage and develop all aspects of proactive intelligence led Modern Slavery and Human Trafficking investigation of level 2 targets, directing and co-ordinating the activities of members of MSHT in collecting, analysing and presenting information to inform decision making with regard to proactive operational deployment and to ensure a dynamic approach to the operational effectiveness of the unit. Furthermore to manage the force response to Organised Immigration Crime and ensuring the force are at the forefront in respect of prevention and partnership working in OIC and MSHT crime types
Act as Senior Investigating Officer for intelligence led investigations of level 2 MSHT and Organised Immigration targets - setting the parameters, policy and direction of an enquiry.
Manage all aspects of MSHT investigations, maintaining the integrity and standards of case investigation, ensuring high standards of productivity and oversee the activities of all team members in completing the necessary inquiries.
Manage the MSHT and OIC department budgets, supporting the DCI to ensure the most efficient and effective use of resources.
Establish networks and promote regular liaison with other parties internal and external to Essex police for mutual support in joint operations concerning level 2 targets.
Co-ordinate team objectives (with those of other teams and external agencies) by participating in working groups and meetings, undertaking research into specific areas and formulating action plans to ensure an effective team response to current and future problem areas.
Manage a team of investigative officers, taking responsibility for their professional development by counselling, guiding, coaching and securing relevant developmental opportunities to enhance individual and team competence and enable consistently high-quality performance. This will include providing support to colleagues in dealing with health and welfare issues and in fulfilling personal development plans.
Prepare reports and paperwork as necessary, both routine and adhoc.
Attend meetings and represent the Force at conferences as necessary.
Enhance and develop the force performance in line with the regional 4P plan in respect of delivering against the vulnerability strand with SOC profile.
Identify and manage the response to Organised Crime Groups within both MSHT and OIC, supporting LROs to mitigate the threats posed.
Build key partnerships with external agencies to better support the investigation and victim safeguarding functions to enhance service delivery.

Business Planning (Level 5)
Manages the production of the Division / Department Business Plan, ensuring it supports the strategic aims of the Annual Force Policing Plan. Monitors and reviews local plans and ensures objectives and targets are achieved. Instigates remedial action where necessary. Advises Chief Officers of successes to ensure these are effectively communicated both within and outside the Force.
Crime Investigation (Level 5)
Supervises and co-ordinates the activities of other investigators providing advice and guidance on the whole range of investigation techniques, policies and procedures. Acts as a Case Review Officer. Pro-actively uses information gained form external agencies and the intelligence unit. Undertakes detailed and comprehensive case investigations.
ECYPM (Level 3)
Understands what is meant by safeguarding and the different ways in which children and young people can be harmed. Recognises when a child or young person may not be achieving their developmental potential and may require a service intervention. Identify appropriate sources of help. Aware of national guidance and local procedures, and own role and responsibilities within these for safeguarding and promoting children and young people's welfare.
Forensic - Crime Scene Management (Level 3)
Has a working knowledge of the preservation of evidence and practical experience in identifying scene parameters and securing crime scenes. Aware of the method of establishing and clearing a common approach path. Possesses a basic knowledge of the concepts of forensic evidence and the technical aids available within Force. Understands issues relating to scene contamination and can take practical steps to avoid it.
Health and Safety (Level 5)
Has received training which enables the effective completion of risk assessments and Health and Safety inspections of premises. Identifies defects or hazards and takes action to resolve any apparent health and safety issues within an area or department. Fully accepts responsibility for the safety of members of staff, as well as visitors and contractors. Monitors the application of health and safety related procedures for the area or department. Possession of a certificate level qualification in Health and Safety is desirable.
Incident / Scene Management and Control (Level 5)
Takes control and maintains an oversight of the incident, reviews previous actions and initiates further action. Secures additional support for the incident, including determining the scale of support required from other services and agencies. Revises situation reports and instigates the creation of Silver command as appropriate. Gathers relevant information for assessment and onward transmission to Silver command as required. Quickly establishes an effective team and sets policy for dealing with the incident. Ensures the correct level of investigation is in place to deal with the incident and necessary personnel are in attendance. Ensures the effective debriefing of staff.
Inspection (Level 4)
Undertakes risk analysis to determine areas within the organisation that need to be reviewed. Is able to design specific tests that provide for findings that add value to the inspection process and the Force. Can translate findings into reports that are well presented and easily understood. Understands significance of findings and can interpret them to identify their impact upon the Force. Produces options for consideration. Continuously monitors internal, and Force systems under review, to ascertain best value.
Intelligence Gathering and Analysis (Level 5)
Has a good working knowledge of the intelligence function as a whole. Able to undertake intelligence gathering and analysis in conjuction with other organisations, generally involving more complex situations and/or level 2 targets.And/or supervises others who are analysing and gathering intelligence. Able to make decisions regarding the allocation of information received and when packages are put together, to make decisions as to their level of priority.
Interviewing - General (Level 4)
Has received some training in reliable interviewing techniques and is able to apply these techniques fairly, consistently and to good effect. Identifies the key issues for examination and tests these using open and probing questions. Identifies weaknesses and inconsistencies in the account and seeks clarification. Keeps good written records of the interview for future.
Knowledge of Legislation and Policy (Level 6)
Demonstrates a complete appreciation of the responsibilities given to individuals for key decisions under the legislation, policy and procedure relevant to the current role. Able to offer practical advice and develop others on all aspects of the legislation, policy and procedure where appropriate. Able to apply detailed knowledge of law and procedure relating to the investigation and management of complaints to achieve a satisfactory resolution within reasonable timescales.
Management of Police Information (MOPI) (Level 5)
Has sufficient understanding of the NPCC records management policies be able to offer appropriate guidance and support to staff. Is able to identify the appropriate MOPI group for any record with a policing purpose and ensure that all policing records within the team are retained, reviewed or destroyed in line with the MOPI codes of practice. Quality assures staff to ensure a full understanding and compliance with the APP for Information Management (incorporating MOPI guidance), highlighting failings and taking appropriate action as required. Ensures training and / or refresher training is provided and completed. Ensures that systems are correctly linked together to ensure effective management and recording of information across systems. Appropriately reviews digital information held on system(s) and physical records in storage to ensure that they are retained only where there is a policing purpose. Complies with relevant policies and procedures in respect of prioritisation, sanitisation, dissemination, shari g, relevancy, accuracy, adequacy and timeliness.
Proactive Crime Investigation (Level 5)
Supervises and co-ordinates the activities of other investigators, providing advice and guidance on a range of proactive techniques available. Undertakes detailed and comprehensive proactive investigation. Gives consideration to the effective utilisation of resources and prioritisation of tasks.
Risk Management (Level 5)
Able to anticipate, accurately define and establish the relative level of risk likely to affect their specialist function, in terms of likelihood and impact, together with how the challenges facing the wider organisation might affect their role within the force. Assesses the risks of national initiatives providing feedback at the relevant level. Has an understanding of pathways to alert all appropriate senior managers to flawed or ineffective control strategies and provide continuity/recovery options. Has an appreciation that seizing opportunities also generates risks.
Surveillance - Equipment (Level 5)
Competent in a range of surveillance equipment and has a full understanding of the impact of policies and authorisations needed to use that equipment. And/ or has a comprehensive understanding of the issues surrounding the acquisition and use of CCTV both in relation to police operations and in public and private systems, and manages the function within practical situations.
Target Surveillance (Level 3)
Has a good general awareness of the work of the target referral teams, understands the quality requirements of cases to be referred to these specialist teams and what needs to be done to put together target packages.
