Main purpose of the role:
Carries out with confidence, integrity and professionalism a cost efficient and time effective scoping, research, redesign and proposal service to support the Strategic Change Directorate in relation to Force wide organisational reviews proposing redesign and continuous improvement. Allowing recognition of organisational best practice to propose and scrutinise changes to structures, policies and procedures.
Supports the work of the overall Strategic Change Directorate by establishing sound relationships with the wider organisation, they should be proactively seeking stakeholder and departmental heads/professional leads liaison to scope change initiatives and draw on their own operational experiences to support their assessment of the viability of proposals.
Arranges and facilitates meetings and workshops to assist with the implementation of Strategic Change work streams and help identify opportunities for organisational/operational improvement.
Produces detailed and accurate reports and presentations on allocated Strategic Change work streams and recommendations, including costing information, procedural changes and proposal and decision recording on behalf of Strategic Change SMT
Challenges current organisational design and work allocation to identify improvements and efficiencies by carrying comprehensive research, data analysis and policy/process review. Specifically considering departmental core policing requirements, departmental tasking, staffing levels, supervisory ratios, crime allocation, demand management and role requirements.
Identify areas of interdependencies of their work streams with the wider force working closely with Strategic Change colleagues to ensure the independencies do not create organisational risk or additional bureaucracy.
Remain abreast of all Strategic Change work streams to provide resilience to peak work periods and ensuring issues are dealt with in team members absence, managing development work on their behalf and maintaining progress of on-going work streams.
Undertakes such other reasonable duties as may be required from time to time.

There may be a requirement for occasional working outside of normal office hours, and for travel to other locations, for which access to a vehicle would be necessary.
A good understanding of the organisational structure and interdependencies of roles and departments is essential. The postholder should hold an awareness of strategic priorities and operational objectives and be able to apply and justify this knowledge to any change proposals they submit.

Mgmt of Police Information (MOPI) (Level 5)
Has sufficient understanding of the NPCC records management policies be able to offer appropriate guidance and support to staff. Is able to identify the appropriate MOPI group for any record with a policing purpose and ensure that all policing records within the team are retained, reviewed or destroyed in line with the MOPI codes of practice. Quality assures staff to ensure a full understanding and compliance with the APP for Information Management (incorporating MOPI guidance), highlighting failings and taking appropriate action as required. Ensures training and / or refresher training is provided and completed. Ensures that systems are correctly linked together to ensure effective management and recording of information across systems. Appropriately reviews digital information held on system(s) and physical records in storage to ensure that they are retained only where there is a policing purpose. Complies with relevant policies and procedures in respect of prioritisation, sanitisation, dissemination, sharing, relevancy, accuracy, adequacy and timeliness.
Research Techniques (Level 4)
Has a thorough understanding of research methods and is able to fully utilise these for a range of research projects. Able to analyse reports and data produced by other individuals/ organisations and extract relevant details to support the project in hand. Produces a range of options for consideration. Aware of the financial, organisational and service delivery implications of options.

Able to anticipate risks likely to affect the team's ability to execute their function, in terms of likelihood and impact, and assesses how the challenges facing the wider organisation might affect their team and their objectives.
