Main purpose of the role:
Manage the Partnership & Communities Department, including personnel, business planning, co-ordination of activities, and support the Superintendent in strategic planning on crime reduction.
Manage and supervise the day to day workload of the Partnership & Communities Department to ensure that optimum use is made of limited resources at all times.
Develop and prepare the department's business plan and monitor its progress, highlighting any issues which may impinge on the business plan.
Support the Kent Strategic Crime Reduction Safety Group and the Local Strategic Crime Reduction Safety Groups by providing advice, guidance and updates on related projects as required.
Act as a consultant to Divisional Commanders on Strategic Crime Reduction projects and initiatives.
Act as Head of Profession for Crime Reduction advice both from within the Force and from outside bodies, and organise and participate in crime reduction and community issues advice at talks and seminars as required.
Provide workshops and training sessions as necessary.

Incident/Scene Management & Contl (Level 5)
Takes control and maintains an oversight of the incident, reviews previous actions and initiates further action. Secures additional support for the incident, including determining the scale of support required from other services and agencies. Revises situation reports and instigates the creation of Silver command as appropriate. Gathers relevant information for assessment and onward transmission to Silver command as required. Quickly establishes an effective team and sets policy for dealing with the incident. Ensures the correct level of investigation is in place to deal with the incident and necessary personnel are in attendance. Ensures the effective debriefing of staff.
Information Management & Technology (Level 4)
Can conduct basic computer searches and can correctly interpret data generated. Can create and amend records, according to role requirement. Knows established rules and protocols. Understands impact of data quality, and is self-monitoring on data quality issues.

Review, monitors and produces recommendations for revisions to policies and operating procedures for specialist area/ systems. Following agreement implements changes and disseminates changes to all relevant personnel, updating all associated processes and procedures whilst ensuring compliance with force policies, procedures and any relevant legislation. Provides advice and guidance to system users from outside of own section or directorate. Directs quality assurance processes in respect of prioritisation, sanitisation, dissemination, sharing, relevancy, accuracy, adequacy and timeliness.
Project Management (Level 6)
Defines, plans and manages strategic projects including those with a high degree of technical complexity which impact across the whole Force and/ or the local community, including interagency projects. Successfully negotiates for resources. Able to assemble and lead diverse and multi-disciplinary teams, ensuring maximum effective resource utilisation. Applies project risk analysis and management techniques. Successfully manages substantial project budget and reports directly to Chief Officers on the progress and results of projects. Able to identify complex issues that need escalation and summarise for action.
Research Techniques (Level 6)
Proactively identifies the need for, initiates, plans and manages research projects. Able to present findings and reports at important meetings (e.g. Planning Committee and Divisional Superintendents meetings). Able to translate research reports into lucid and valid summaries and give effective presentations. Leads a team of staff working on strategic research projects. Recommends costed, viable options for implementation.

Able to anticipate, accurately define and establish the relative level of risk arising from events likely to affect the Force and its relationship with local communities.
