Main purpose of the role:
Manage the work of and Supervise the Professional Development Officers (PDO) , managing the development and progress of students, the effective deployment of staff and quality assuring the work of the PDO team , in order to ensure the effective development of student officers throughout the student programme enabling the student officer to achieve independent patrol status, complete relevant qualifications and obtain confirmation as a Police Constable
Manage the work and of and supervise the Professional Development Officers to ensure the development and progress of student officers, working with divisional staff to safeguard the quality of student training and assessment.
Supervise the Professional Development Officers and Professional Development Assessors based across the three Divisions; motivating and providing support, guidance, coaching and mentoring, taking responsibility for the continued professional development of all team members, including counselling and securing relevant development opportunities to enhance individual and team competence, enable a consistently high quality performance and ensure the individual's potential is maximised.
Oversee the effective transition of student officers from Essex Police College (EPC) to Local PolicingArea (LPA). Act as the professional lead and conduit between EPC and LPA with regard probationary officers; assisting Divisional supervisors and Inspectors in all matters pertaining to probationary student officers training to ensure best practice is promoted, acceptable standards are maintained and developmental progress is made.
Monitor the tasking and workload of student officers, working in liaison with LPA supervisors and PDOs, to ensure effective resource deployment to meet the developmental needs of student officers whilst supporting Divisional policing needs in a suitably protected learning environment.
Effectively co-ordinate the collation of evidence and manage the preparation, quality assurance and presentation of this material for a Regulation 13 process in respect of constables who will be required to attend a Special Measures hearing.
Assess student constable performance during their probationary period, certifying required standards have been achieved. Ensure that welfare, training and disciplinary issues are addressed and documented through effective communication with line supervisors. Where appropriate organise extensions to probationary periods to ensure that only eligible and successful candidates are confirmed in rank.
Manage effective communication with PDO staff across the county ensuring best practice is shared, including new and developing working processes to support delivery of the best possible service. Proactively promote professional development and CPD and assist with the dissemination of best practice throughout the Force.
Actively promote a professional service that supports the vision and values of Essex Police, embodying thestandards of professional behaviour and Code of Ethics. This will include ensuring that PDR, SAP, NCALT compliance is maintained and that effective absence management processes are followed.
Work alongside LPA Supervisors and PDOs to recruit, retain and train tutor constables from within the LPA who are integral to the development of student officers during tutorship. Ensure that training and CPD for tutor constables is available.
Provide Supervision too and work with the weekend training team ( one weekend in four) to provide governance to the weekend training provided to Special Constables working closely with the Specials Training Supervisor to forward plan the staffing , activities and training by provided by the team.
Assist colleagues within L&D as required with regards to mainstream training governance, administration and coordination.
Work with PDO staff and L&D colleagues to facilitate corporate events such as Pass Out Parades, Dine In Evenings, Officer Confirmations and Officer Attestations
Essentially as an operational officer, you will maintain your Personal Safety Training and First Aid authorisation, together with the upkeep of other mandated training.

Has received Supervisor training and takes responsibility for the safety of directly subordinate staff and visitors. Understands the procedures in place for the safe storage of hazardous substances, fire precautions and evacuation. Resolves hazards or problems identified within roles or work environments. Undertakes skills passport assessments for new and existing staff. Re-assesses passport as and when new equipment /technology is introduced.Completes annual reviews of skills passports, training needs analysis.
Incident / Scene Management and Contl (Level 4)
Maintains an overview of the incident. Sets up appropriate and effective cordons. Following assessment of the situation gives estimates for additional personnel requirements and specialist teams. Uses knowledge and assessment of staff capabilities to effectively deploy attending personnel and maintains awareness of the location of all deployed resources. Interviewing - Witnesses (Level 3)
Demonstrates the skills contained within the Kent Police PEACE course which incorporates cognitive interviewing. Licen and Reg - Liquor, Entertnmnt etc (Level 3)
Demonstrates a basic working knowledge of licensing. Confident in dealing with offences of drunkenness. Aware of licensing as it relates to establishments e.g. refreshment houses, and the powers relating to inspection.
Management of Police Information (MOPI) (Level 5)
Has sufficient understanding of the NPCC records management policies be able to offer appropriate guidance and support to staff. Is able to identify the appropriate MOPI group for any record with a policing purpose and ensure that all policing records within the team are retained, reviewed or destroyed in line with the MOPI codes of practice. Quality assures staff to ensure a full understanding and compliance with the APP for Information Management (incorporating MOPI guidance), highlighting failings and taking appropriate actionas required. Ensures training and / or refresher training is provided and completed. Ensures that systems are correctly linked together to ensure effective management and recording of information across systems. Appropriately reviews digital information held on system(s) and physical records in storage to ensure that they are retained only where there is a policing purpose. Complies with relevant policies and procedures in respect of prioritisation, sanitisation, dissemination, sharin , relevancy, accuracy, adequacy and timeliness.
Public Order (Level 3)
Confident and experienced in the application of restraint and self defence techniques to lawfully detain persons, with or without personal protective equipment. Able to identify a threat and overcome it by force if necessary. Demonstrates the ability to use training received to adhoc level PSU and able to understand and react to basic commands. Able to use the appropriate response to public order situations. Familiar with the standard phrases of command and is, therefore, able to co-ordinate teamwork and/or operate alongside others.
Risk Management (Level 4)
Able to anticipate risks likely to affect the team's ability to execute their function, in terms of likelihood and impact, and assesses how the challenges facing the wider organisation might affect their team and their objectives. Has an understanding of pathways to alert local managers to flawed or ineffective operational control strategies and provide continuity/recovery options. Search (Level 3)
Has a basic level of search awareness and/or exhibits the skills gained on a search awareness course. Understands the principals of stop and search and their application. Staff Safety (Level 4)
Has been trained in the skills and demonstrates the ability to apply elements of the staff safety programme. These are: Communication Skills, Handcuffing Skills, Unarmed Skills, Incapacitant Skills, Baton Skills and Edged Weapons Awareness. Currently authorised to use these techniques, having received initial or refresher training within the last 12 months. Able to apply these . techniques in practical situations minimising the risk of injury to themselves and ensuring their own safety and the safety of colleagues and members of the public.
Traffic (Level 3)
Able to deal with minor road accidents and has a good working knowledge of basic traffic reporting. Can identify offences under Construction and Use legislation and deal with prosecution procedure. Has a good working knowledge of the law relating to alcohol and driving and is able to administer breath tests. Competent to deal with the escorting of abnormal loads. Has a good awareness of road safety issues.
Training (Level 3)
Able to present and convey ideas and new/ revised procedures, on a one to one or group basis, to a logical and well structured plan. Aware of a variety of training techniques, tools and principles.
