Main purpose of the role:
Promote the effective and efficient use of the Caught-on-Camera and Police National Database (PND) across Kent and Essex Police, ensuring that the system and services provided reflect business requirements whilst maximising the accessibility and full potential of the service to support in the detection and reduction in crime.
Manage submissions to the unit through the Athena tasking process.
Provide a uniform assessment of supplied images to ensure consistency and accuracy of the Caught-on-Camera database.
Carry out simple adjustments to the images supplied to provide the best opportunity for identification.
Upload the images and maintain the Caught-on Camera database to enable identification of suspects in support of the investigation of crime.
Be proficient in the search capabilities of PND and Caught-on-Camera to provide potential identifications and intelligence to investigations. Provide investigating officers with lines of enquiry in relation to unknown person or persons, liaising with officers on identifications and information concerning images in the system.
Be responsible for the administration, retention & disposal of images, in-line with MOPI and CPIA Guidelines, associated with the Caught-on Camera application.
Support in the coordination and tracking of PND licence holder allocation/status/revocation ac oss all departments, communicating with the PND system owner, advising of licence utilisation/licence stock margins, maintaining master PND licence data and oversee licence changes, variations, and cost to ensuring cost effectiveness.
Support in the registration processes and monitor status of all Identity and Access Management (IAM) administrative licences, including sending these forms to the IAM Registrar and act as DARC Co-ordinator, permissions, and authorities re DARC (Data Access Restriction Coding) issues for Essex and Kent.

The post holder will be educated to A Level standard or equivalent with 2 years experience of working in a digital/intelligence arena. Experience of working in a policing environment would be desirable.
The post holder will be provided with the training required to become proficient in the understanding of Axon DAMS, Caught-on-Camera and Police National Database (PND). They must be able to advise and guide officers on the use of Caught-on-Camera for evidential purposes.

Management of Police Information (MOPI) (Level 4)
Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.
Office Technology (Level 4)
Demonstrates advanced skills in the use of one or more office software products Able to use these packages to enhance the quality or presentation of work required within the role. Manages data files and file structures. Provides on the job training and guidance to other staff in the use of specific or specialist software, if required. Familiar with established IT rules and protocols and shows a good understanding of data protection requirements.
