Main purpose of the role:
Work alongside partners to undertake immediate safeguarding of all individuals engaged by Op Raptor activity (Primary Cohort) in liaison with multi agency colleagues and Op Raptor teams adopting longer term problem solving approaches in Primary Cohort, involving prevention, education, diversion and intervention techniques, mindful of criminogenic needs.
Work in close partnership as part of a multi disciplinary team with multi agency colleagues to understand the clearly delineated roles each play in safeguarding both victims and perpetrators of Gangs and County Lines.
Proactively develop relationships with Op Raptor teams and Op Raptor Safeguarding Officers to ensure close working in support of the Pursue element of the Serious Violence Unit. Mitigate the effects of pro-active policing and partnership activity, planning for the safe return to normality following proactive operations in close liaison with Op Raptor teams.
Assisted by the SVU Intel team, utilise intelligence databases and systems to maximise opportunities to identify risk and harm to those involved in Gangs and County lines, Modern Day Slavery and Human Trafficking and drug trafficking crimes within Southend, Essex and Thurrock in line with the Serious Violence Unit MOU.
Support investigating officers and partner agencies where necessary (and in line with Information Sharing Agreements) by providing supporting intelligence material or conducting relevant research or enquiries in order to highlight potential threat, risk and harm.
Develop a good working knowledge of partnership arrangements for safeguarding, understanding the role of each agency and what skills, attributes and responsibilities each has, utilising the most appropriate on each occasion.
Work with Police and partners to construct safeguarding plans around individuals taking into account contextual / risk based threats. This safeguarding will include short, medium and long term plans in some circumstances, working to reduce the risk of harm to the individual and future potential harm to others posed by the individual.
Compile accurate, comprehensive and concise reports on Prepare, Prevent and Protect activities undertaken and ensure records are maintained and stored in an accessible form.
Undertake a single point of contact approach to partners, ensuring that relevant, necessary and lawful data sharing takes place, in order to provide an ethical and sound basis for the dissemination of information, ensuring the relevance and provenance of the information is accurate.
Facilitate discussions / attend meetings between the Police and partners for the purposes of keeping people safe and reducing likelihood of risk/offending.
Comply with the disciplines and standards for Information Sharing, systems administration and ethical practice in intelligence as set out in legislation and policy and Work in line with the concepts of Adverse Childhood Experience, Trauma Informed Policing, Contextual / Risk Based Safeguarding.
Develop a good working knowledge of the Modern Slavery Act 2015, highlighting potential instances of Modern Day Slavery and Human Trafficking, Co-ercion and exploitation where not immediately obvious.
Track Primary Cohort and encourage relevant officer/staff member from most appropriate agency take positive action including ensuring appropriate officer/staff attendance at multi-agency safeguarding meetings (MACE, Strategy Meetings, Professionals Meetings).
Manage the risk posed to cross border offenders and victims, ensuring sufficient intelligence is imparted to, and appropriate safeguarding actions are taken by Police and partners from the individuals home force area.
Management of MAPPA individuals with links to Gangs and County Lines, managing the risk they might pose whilst adopting a long term problem solving / public health approach to safeguarding of MAPPA individuals, involving prevention, education, diversion and intervention techniques, mindful of criminogenic needs.

Management of Police Information (MOPI) (Level 4)
Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.
