Identify current and emerging issues relating to Cyber Crime, gathering and analysing intelligence in order to present options and recommendations for consideration that will support effective performance and planning by Kent and Essex Police. Co-ordinate partnership working to ensure an effective joint response to the prevention and protection from Cyber Crime within Kent and Essex and champion improvements with key stakeholders to meet set strategic aims.
Co-ordinate the partnership activities relating to the prevention and protection from Cyber Crime, building and maintaining effective working relations with stakeholders, representing Kent and Essex Police as required, organising meetings and providing working party secretarial support as appropriate, to ensure a proactive, cohesive and streamlined response to cyber related issues that support policing and partnership targets.
Research and analyse information relating to Cyber Crime, identifying trends both current and emerging, making recommendations as appropriate, in order to enable a range of tactical options to be developed thereby informing the force strategic plans to support force aims and objectives with regards to Cyber Crime.
Conduct environmental scanning, highlighting ideas, trends or threats in Cyber Crime such as changes in legislation or the results of academic research, both national and international, and disseminating this information to internal and external stakeholders in order to support the effective planning and allocation of police and partnership resources.
Drive the implementation of Cyber Crime related projects and initiatives, researching issues and options, producing problem profiles, making recommendations as appropriate, to enable informed decisions to be made e.g. with regards to specific tactics adopted to ensure project aims and objectives are achieved.
Implement effective external and internal communication strategies including awareness events aimed at delivering PROTECT and PREVENT messaging to the public and private sector and law enforcement partners to ensure effective, consistent and detailed information is made available to the appropriate communities.
Research, develop and revise policy in relation to Cyber Crime as required, ensuring it complies with legislation and best practice in order to provide a sound framework for activities tackling Digital crime.
Maintain and actively update knowledge of developments within the fields of Cyber Crime and the progress of Force initiatives, re-organisations and reviews, in order to maintain the provision of high quality analysis and information service to the Kent and Essex Police.
The post holder will have a good general education and will be qualified to a minimum of A level. This will be supported by a sound working knowledge of working in a partnership based role, securing stakeholder support for common aims.
The post holder will need to complete security related courses, namely the MCCT (Mainstream Cyber Crime Training) and Open University Introduction to Cyber Security course, or have recent academic experience in cyber security to degree level; or recent vocational experience of working in the field of cyber security academic or work based in the field of cyber-crime investigations.
They will have a detailed understanding of legislation, policy, working practices and procedures relating to Cyber Crime, both within the police and key stakeholders such as businesses (Small Medium Enterprises (SMEs)), Home Office and County Council. This will enable them to make effective and realistic options and recommendations for change.
They will have a methodical, organised approach to their work combined with an eye for detail and strong academic research skills that will allow them to gather, analyse and evaluate information from a variety of sources to produce sound recommendations for further action with minimal supervision and under deadlines.
They will have the ability to present this information both in writing and through presentations in a clear manner to audiences from a wide variety of backgrounds, therefore IT skills (particularly MS Office products) are essential.
The post holder will have strong communication skills which combined with the ability to negotiate and influence will enable them to build and maintain strong working relationships with external partners and enable common goals to be identified and achieved through partnership working.
They will also have a strong interest in Cyber Crime related issues on both a national and international level in order to maintain a detailed and up to date knowledge of a new thinking and emerging trends.
Experience working with anti-virus systems and Security Information & Event Management (SIEM) tools is desirable. The post holder to have basic understanding of the how to protect systems and the range of products available.
Appreciation and understanding of Information Security Standards ISO27001 in order to ensure data is stored in the correct fashion and any evidential product is not altered in how it is accessed or stored during an investigation.

Management of Police Information (MOPI) (Level 4)
Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.
Office Technology (Level 3)
Able to utilise relevant Force standard office software products such as word- processing, spreadsheet, database, presentation and desktop publishing packages to a standard that matches the requirements of the current role in terms of quality and speed. Can operate other items of essential office technology such as photocopiers, facsimile machines, answerphones, shredders, in order to effectively undertake the requirements of the current role. Aware of the implications of Data Protection and acts appropriately in this respect.
