Main purpose of the role
Supervise day to day delivery of personal safety training, first aid training, manual handling, health safety and fitness, supervising staff, planning duties and organising resources. Provide advice and guidance to trainers and develop courses as appropriate. Evaluate the delivery of training for the force, including the provision and establishment of standards and methodologies of well-designed products and appropriate levels of assessments and evaluation to satisfy rigorous quality standards.
Supervise and motivate your team on a daily basis, taking responsibility for appraisal and individual performance, providing direction and leadership and participating in the team recruitment and selection. This will include the undertaking of staff appraisals, addressing welfare, capability and discipline issues, advising on personal development, training and coaching, quality assurance dip testing, assessments and the allocation of work streams. All of which will maximise productivity from individuals, enabling a consistent high quality performance and ensuring that a professional and efficient service is provided at all times.
Maintain an up to date knowledge and awareness of Officer Safety, First Aid, Manual Handling, Health and Safety and fitness training, identifying current issues and where appropriate revising or amending courses and course materials to reflect these changes, in order to ensure that all training provided is current and relevant.
Manage and motivate, on a daily basis, the staff of the Unit, taking responsibility for appraisal, training, capability, development, recruitment, selection, discipline and welfare, to ensure compliance with personnel policies and procedures and build a cohesive, dedicated and professional team to deliver training to the Force.
Deputise for the line manager, acting as the Police Colleges representative at corporate and external forums as required, including influencing working practices, in order to ensure the continued provision of high quality contribution from Learning and Development.
Schedule training delivery and manage duty rotas, approving annual leave and providing contingencies in case of sickness or leave and in order to ensure an efficient continuity of service provision at all times.
Liaise with stakeholders to ensure the localised training needs of officers and staff are addressed and supported, liaising with admin staff to book venues, resources etc., in order to deliver the required training to the Force.
Audit training records and quality assure training provision and course content, validating training by visiting officers and staff in their areas of deployment, to ensure consistent quality of service delivery. Supervise training delivery of your team through personal observation and dip testing to assure adherence to force standards providing coaching, feedback, advice and guidance or implementing remedial actions as appropriate, ensuring the consistent application of policy, practice and procedures in compliance with all relevant legislation, national guidance, force policy and associated standards.
The post holder will be qualified in one or more of the following areas: Hold a relevant physical instructor training qualification or a minimum of two years work experience within this environment. The post holder will have demonstrable practical experience and an up to date knowledge of training in a range of styles appropriate to the subjects covered by the Unit. Skilled in the design and delivery of training, the post holder will have a proven track record in identifying training requirements and producing high quality training courses, which are fit for purpose. They will also be required to hold an Award in Education and training (AET) qualification or equivalent or be prepared to work toward achieving such a qualification within a reasonable period. The post holder will also be required to hold or work toward achieving a TAQA Assessor Award or equivalent.
The post holder will be knowledgeable of police roles, front line policing, organisational culture and environmental issues. They will be able to demonstrate their ability in the management and motivation of staff, ideally this will be supported by previous supervisory experience. The post holder must be organised and confident with excellent interpersonal and communication skills, this will be combined with the ability to debrief course attendees, both verbally and in writing, to enable them to develop to their full potential. An attention to detail and high levels of concentration are also essential. Significant personal motivation and drive is essential in order to achieve demonstrable results.

First Aid (Level 6)
Qualified to First Aid at Work level, having satisfactorily completed a First Aid course and holds a valid certificate which equates to the HSE "First Aid at Work Certificate" and/or holds a valid "Lay Instructors" certificate or other relevant training qualification (e.g. NVQ, C23 or D33). This level of competence enables the delivery of training to level 3. Re-assessment will take place every three years.
HR - Staff Development (Level 4)
Provides advice to managers on PDR, career development programmes and training courses currently available to members of the force.Dependent upon role, able to provide more specific career development feedback and guidance to individuals. Able to produce skills audits to assist with career pathways, succession planning and selection options to enable informed decision making by managers/local management teams. This may involve utilisation of the computerised HR database. Possession of Certificate in Personnel Practice is desirable.
Health & Safety (Level 5)
Has received training which enables the effective completion of risk assessments and Health and Safety inspections of premises. Identifies defects or hazards and takes action to resolve any apparent health and safety issues within an area or department. Fully accepts responsibility for the safety of members of staff, as well as visitors and contractors. Monitors the application of health and safety related procedures for the area or department. Possession of a certificate level qualification in Health and Safety is desirable.
Information Gathering & Analysis (Level 4)
Is able to identify reliable and appropriate sources of information and select methods of gathering information which are efficient and effective. Has a working knowledge of legislation and policy relevant to the collection, recording, storage and distribution of information.
Information Management & Technology (Level 3)
Knows the range of police information systems available locally to support daily activities, and understands their uses. Can use police information systems to perform routine tasks. May be able to create simple records, and amends data to add information, within requirements of role. Understands data quality issues.
Interviewing - General (Level 3)
Demonstrates the ability to conduct effective routine interviews for a variety of purposes. Prepares and plans carefully and is clear about the purpose of the interview. Asks relevant questions and is able to obtain the required information. Regularly reviews personal interview performance. Adapts style to suit the needs of the interview.
Knowledge of Police Environment & Policy (Level 4)
Displays a general appreciation of changes affecting the police service. Understands the inter-relationships between the roles of the various Operational and Support activities, and how organisation structures and police systems work. Possesses a detailed understanding of working procedures, practices and policies relevant to the current role and the roles of subordinates and ensures that these are followed at all times. Is clear about Force goals and effectively contributes to local business plan objectives.
Management of Police Information (MOPI) (Level 4)
Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.
Office Technology (Level 3)
Able to utilise relevant Force standard office software products such as word- processing, spreadsheet, database, presentation and desktop publishing packages to a standard that matches the requirements of the current role in terms of quality and speed. Can operate other items of essential office technology such as photocopiers, facsimile machines, answerphones, shredders, in order to effectively undertake the requirements of the current role. Aware of the implications of Data Protection and acts appropriately in this respect.
Public Order (Level 3)
Confident and experienced in the application of restraint and self defence techniques to lawfully detain persons, with or without personal protective equipment. Able to identify a threat and overcome it by force if necessary. Demonstrates the ability to use training received to adhoc level PSU and able to understand and react to basic commands. Able to use the appropriate response to public order situations. Familiar with the standard phrases of command and is, therefore, able to co-ordinate teamwork and/or operate alongside others.
Risk Management (Level 4)
Able to anticipate risks likely to affect the team's ability to execute their function, in terms of likelihood and impact, and assesses how the challenges facing the wider organisation might affect their team and their objectives. Has an understanding of pathways to alert local managers to flawed or ineffective operational control strategies and provide continuity/recovery options. Has an appreciation that seizing opportunities also generates risks.
Staff Safety (Level 5)
Possesses high levels of skill in the six staff safety elements of training enabling them to instruct and advise others in their appropriate use. Able to advise others as to the best course of action in practical situations in order to minimise risk of injury to themselves and to ensure their own safety and the safety of colleagues and members of the public.
Training (Level 5)
Able to adapt the style and content of the training during the course, tailoring the course to the needs of the participating individuals. Delivers a wide range of training packages, on a variety of subjects, and assists with the creation of various distance and flexible learning packages. Tailors courses to meet the current needs of the Force. Produces training plans for approval to rectify skills gaps.
